Welcome back to ask Governor Murphy here on Newstalk, New Jersey. Governor. Let's get back to the phones. We have Sylvia from Edison on the line. Sylvia, thanks for calling in. Hey, Sylvia. Thank you. Hi, everyone. Hi. What's your question? My ok. My question is, I am a most recent renter for the last five years here in New Jersey and I'm renting it in an apartment. My question is why uh each year the lease renewal comes up and you have to renew and it all it goes from, I believe 2 to 6%. Well, I have not seen anything other than 6% so constantly every year they're giving, we're giving an addition to our already what we, when we came in rent price, but our income as seniors does not increase our income stays the same. However, the rent is going up. Can something be done about that? Like a cap? Yeah, it's a, it's a great question, Sylvia. We'll get someone on our team, maybe Natalie Dennis Seo to follow up with uh Sylvia. Um It's why Sylvia and one of the things I wanna make sure you're aware of, we have a property tax relief program called Anchor and it is particularly juicy if you will for seniors and it includes seniors who rent. Um And so I wonder whether or not you've been right into that if you haven't, I will make sure that our team does just that um I can't defend uh the maximum increase every year. It's a, it's not, that's not set by me, as you can imagine. Um It's a little bit more understandable given inflation over the past couple of years, which appears to be abating, please. God, that's right. Uh But still, um to be hit with that every year on a fixed income. Uh That's why the anchor program for renters and seniors who rent is particularly important. Um But let's, let's get right into your situation specifically. I'll ask my colleague Dennis to reach out to you within the next 24 hours and let's take it from there. Governor primaries is uh just a few days away from now. Uh early in person, voting is gonna be running through Sunday, correct? Uh Any insight into vote by mail so far. None. Uh so far, although I want to reiterate to everybody, there are three ways to vote uh early in person as you rightfully point out begins tomorrow, Wednesday and runs through Sunday. My wife and I are gonna vote on Sunday in person at our usual spot. They take a day off on Monday and the second way you could vote is game day on Tuesday, June 4th. And then as Eric rightfully points out you've got vote by mail, which was the way to vote in 2020. It's still an important, exceedingly important uh element of our voting rights and our voting options. But folks, I don't care what party you're in. I don't care who you vote for. I don't care how you vote, but please vote. Primaries. Worry me in terms of democracy participation because they're usually way too low. Let's let's turn back that, that recent trend and, and we should say 236,000 approximately uh mail ins have already been returned governor. So, uh I thought you meant, do I have a read on who's doing that? No, no, no, no, no, not at all. Not at all. Just, just in terms of what's gone out versus what's come back, which is a decent, it's a good number. Actually. Let's talk about uh I mean, listen, you spoke about the importance of primaries. This is going to be the first primary which we, where we see a different ballot design for the democratic primary. We're gonna be testing out the block style here. Uh the Democratic primary but not for the Republican primary, which is uh my heart goes out to our clerks right now who have two different systems dealing that to, to deal with. So, uh how closely are all the clerks? How closely is the state gonna be watching this, given the difference in the, in the design. I mean, I was just, um, coming in here with the lieutenant governor who's our Secretary of State, all the voting activity reports up to her. She does an outstanding job, including I'd say, especially during the challenges of COVID, we have 21 really strong co county clerks, uh, that do a really good job and to their credit, even in the midst of this political chaos of us versus them. They have, uh I unlike our, our friend, uh an uh they have called, uh I think flawlessly, at least it's up in Governor Balls and strikes regardless of what party they may be from, regardless of a red or a blue county. Um So they're doing a great job, challenging circumstances with a different design for each party. Uh But I, I give them a lot of credit and again, Tahisha way is as good as it gets. I think the real test is gonna be for the special election for district 10 coming up in July the primary then. Uh All right. Governor, here's, here's a question on social media. This is posted by wake up NJ. Why isn't there a voter ID in New Jersey? Considering you need some sort of identification to register in the first place. So you do need an ID to register, but sure we, we don't think we need it. Um You know, our, our, the, the, the incidents. There are some out there would, who would leave you to believe that the country, the state is rampant with voter fraud and the chances are significantly meaningfully higher than either you or I will be hit by lightning. Then we will find voter fraud. Uh, it, it's a solution in search of a problem that doesn't exist and that doesn't mean we don't take it deadly seriously, which we do. Uh, but we have uh an incredible track record, including if we see any uh any variance that is concerning. We go in and we do a deep dive whether it's through the Secretary of State or locally with the clerks and usually a combination of both the attorney general if need be, would get involved. Um, but our system has knocked on wood here has proven to be about as airtight as any voting system can be and God willing it will continue to stay that way. Welcome back to ask Governor Murphy here on news talk, New Jersey. Governor. I just wanted to follow up very quickly. We're talking about primary election day. Of course, uh, it's gonna look a lot different from, I think the way that you and the first lady had had envisioned it was going to look. So that being said, where are the two of you going to be? Are you gonna be going to anybody's headquarters or are you just gonna lay low at home on election night? Yeah. Not sure. It's a good question. We're gonna vote, uh, at Cordon Hall, which we, we have done over the years, the most recent years down in our neck of the woods. No plans for election night. Um, but we'll see. And the, the there are a couple of competitive, really competitive house races on our side of the aisle. You've got the race in Hudson County, Rob Menendez against Ravi Bala. You've got, uh, Carol Murphy and Herb Conaway to, to take up the Andy Kim seat and he still has competition. He's got, uh, Patrizia Campos and Larry Ham. Uh, not sure it will be election night governor. We're Good Democrats. We'll be somewhere. I promise you. Ok. Governor, let's get back to the phones right now. We have, uh, Dimitri from Old Bridge on the line. Demetri. What's your question? Hey, Dimitri. I'm a 17 year old high school student in high school. And I just want to start off by saying I'm budget cuts that are happening because it affects my school very much because we are one of the most populated and largest high schools in New Jersey. And I, I'm just wondering, I don't know how it's going to affect my school with the sports and having to pay for buses and for clubs and that kind of stuff. So I missed the issue. So my budget cut budget cuts. That's, that's exactly where it broke up and, and, and governor to, to, to her point, there have been other districts that we've covered in recent weeks that have spoken about cutting staff as a result of uh an unexpected, pretty large shortfall from in state funding uh like East Brunswick and Freehold regional high school district just to name a few and they cited catastrophic losses instead. And we take all that very seriously demetri. I'm gonna get um somebody on our team, let's get Rob Field on with Demetri and Natalie. Um So I wanna make sure, can I take a minute on this one? So folks here budget cuts um the State of New Jersey in the budget I've presented is the only administration in our history to fully fund the school funding formula. You may not like the formula. I have nothing to do with the formula by the way, uh, but we are at an all time record high. About 65% of the districts in the state are getting more money. About 30 something percent are getting less money this year and there's a handful of percent that are flat. Now, why would you get it? And by the way, the ones that have gone down, we take deadly seriously. In fact, we just work with the legislature and I signed a bill that put another $45 million spread across dozens of school districts to try to ease the pain and, and get this into a better place. So we are, we, we're also the number one public education system in America. The last thing we're gonna do is blow that up. Now, why? And I don't know the old bridge numbers for so forget 100%. I, I don't wanna be specific to demetri's situation, but we will get rob to follow up and he will get specific with her considering we're in this budget negotiation, crunch time here. The deadline for the budget is fast approaching. Is there more that could potentially be pumped in for some of these districts? You, you could see monies that maybe not go through the school funding formula but maybe find their way in a different way. A different uh dimension but why you sh you should probably ask yourself if you're a district that's lost money. Why did that happen? Well, there's really only two big reasons. One is enrollment, uh, the demographics in the school district are down relative to the capacity. And I don't, again, I, I'm not familiar with All Bridge. It's a great community not too far from where I live, but there are some communities say they've got three high schools, they should have two. And I, and I'm not making light of how emotional that decision is. You know, sports teams, school play, favorite teacher, favorite principal graduation. I get all that and I, and I have nothing but sympathy for it. The other reason is that the local wealth in the town has gone up sufficiently so that the balance between what the state owes or is obligated to put into the school funding versus what can be done locally that, that balance has shifted. And that's usually, by the way, a positive thing. I want to ask you about a third item. We, we're actually up against the break right now. Governor. Let's, let's take a quick break. Welcome back to ask Governor Murphy. I'm Eric Lance. Kind to remember. But before we get to uh Adam Governor, I just wanna continue along uh a as to school funding, school funding and, and the, the perhaps the third reason and this is what we've been hearing from every district that uh I is facing these cuts is that COVID funding is going away. Well, that is true. Um And that's true across America. It's true across New Jersey, but that's not factored into the formula. Um So it, it, it is a real fiscal pressure on the school districts without question. Um But that's outside the formula. I think what we need to do, as I say, we're at an all time high. Uh and I'm sympathetic with the capacity issues. Um I'm sympathetic with the ability to pay more locally. Um And we, we work with these communities, as I said, we just work to sign a bill that puts another $45 million in the system. But this is not all the state's fault when you're at an all time high. No state in America funds public education per capita remotely near New Jersey. And that's a big reason why we're number one, we got great educators, we funded moms and dads who care great kids. Uh It takes a village. I think the one thing we probably need to do is we need to revisit. I mentioned this formula exists, it existed forever. Um We didn't come up with that formula but it feels to me like we all get a should get around a table and say, ok, where, where are the capacity? That's something else that's been called for for many years. The demographic reality here, but you have towns is one town won't get into name, calling on towns here. We got one town that's very upset with their funding and we looked at their pop student population and by the way, remember New Jersey is booming in terms of people coming into the state. This town's lost 1300 kids over the past 10 years and they're upset that they're not. Well, let's, we gotta, we gotta look at that because that means a lot of folks are moving in and maybe they're retired maybe they're putting their kids into private schools or religious schools. I, there, there are reasons for that. I'm sure. But we all, one party ie us or me personally is not gonna solve all that. We gotta do that together and I'm committed to that. All right, governor. Let's get to our next call. We have Adam from point Pleasant on the line. Adam, what's your question? Hey, Adam. Hi, Governor. Um, my question is, do we have any update from the, uh power outage with New Jersey Transit or Amtrak in the PA in the last week or any update on infrastructure? Well, we got a um, Adam, I'm gonna have uh one of our folks follow up with you just to go through. Uh What happened? I think in this case, I'd love Diane, uh, our chief of staff, Diane Sacchetti, who's a former commissioner of the Department of Transportation does a terrific job in that seat in her current seat. So there's, this was some of the video from last week governor where people were stuck outside Newark Penn. It's ridiculous. Uh, and listen, n New Jersey transit is not perfect. Um I'm proud of the progress that they've made in the past 6.5 years. I really am again, but they're not perfect. This was not New Jersey Transit's fault. This was Amtrak uh to do with the, the overhead wires, overhead wire. It, it's their tunnel. It's there. You sent a letter to Amtrak about the to its chair, Tony Kosher, by the way, a terrific guy. Have you heard back because you requested a meeting? Yeah, there's a meeting this uh Thursday at 1130 I believe. And you refer to it as a complete system failure and you pointed out that New Jersey Transit as a tenant pays Amtrak a lot of $100 million to maintain between New York City and be so. And when we got into office, there was, there was literally no relationship between impact and Amtrak and Jersey. Uh New Jersey Transit, we fixed that. We've got a very constructive relationship, but enough, already enough already an unmitigated disaster. And the purpose of this meeting is what are we gonna do about this? Both in the near term, medium term, long term. The good news is in the proverbial long term. We're finally and I'm proud of our administration's role here. We're finally getting two new rail tunnels built under the Hudson River. The two that are there now were built in 1911. They were damaged significantly during Superstorm, Sandy. Uh This has been kicked down the road forever and always our administration is getting this done. I'm proud of that. There'll be two new tunnels, then they'll rehab the two old ones. So in the long term, you'll have a lot more one seat rides and a lot fewer of these unmitigated Amtrak driven disasters that we had last week staying on the topic of commuting governor. Have you heard anything? Is there anything new you could share considering congestion pricing is supposed to take effect in June at the end of June? No. Uh, there's nothing new, the judge is deliberating this. Uh, I think he signaled an early June date which I think, uh, I don't want it. It's a, it's a legal case. I don't want to get in the middle of that. But I, I think to his enormous credit, he's been, he's shown an awareness on the timing issues. Um We're, we're gonna keep fighting. Um We're gonna pull every weapon we can because this is if it stays the way it is. Uh, the MT A in New York City. And by the way, they admit this is balancing their fiscal deficit on the backs of New Jersey commuters. And if that weren't enough, the pollution is not going away, it's being displaced. It's migrating to places like Hudson and Bergen County. So for both of those reasons, this cannot stand governor. Uh Let's talk about another big story that just happened. Uh, last week. Rutgers President Jonathan Holloway uh appeared before the House Committee on uh education and the workforce to answer to the what has been called pervasive anti-semitism on campus. He was joined by uh the heads of UCL A Northwestern as well. Did you watch President Holloway? No, but I read about it and I speak to him. I spoke, I spoke to him before and after, uh and I spoke with Jo Josh Gottheimer, right after uh his testimony, Josh had been in the room for at least some of it. I know Congressman Norcross was also in the room. Uh And uh I was with the Princeton President yesterday. These are regardless of where you come out of these issues. These are not easy times to be a university president that is for sure. Were you aware that as President Holloway was testifying that the Rutgers today site was trumpeting. Uh And this is through Rutgers to the administration. They were trumpeting an op ed that was downplaying and minimizing anti-semitism on Rutgers campus. So, so as the president was talking about ways to potentially address anti Semitism, it was being downplayed via an op ed through the administration. I is, isn't that disingenuous when you're telling somebody uh telling a group of people that you're going to help them? But on the other side, you're downplaying it. I only found out about the op ed afterward. Listen, we've been on with Rutgers and I, I literally mean this, I think every day since October, um you got you, you need a campus, by the way, this is the largest, am I right? This is one of the largest, the largest Jewish, second largest uh student population of any public university in America. So this is not like we got 25. We, we take that seriously as well. This is a very large community. Um, we have to have a campus at Rutgers and every other institution of higher education that respects all comers that does not do the sort of hate filled stuff that we've all read about. And it's, it's too much in too many places, not just at Rutgers. We've seen this at other universities. What I was particularly upset about, there were a lot of folks who were really upset that they negotiated with the folks in the encampment and that they had this sort of 10 point plan to have a consideration. Um, I, I think they've got to be very careful on that. One of them was to stop the relationship with Tel Aviv University, which President Holloway said wasn't happening is not gonna happen. And by the way, that would, that would be beyond stupid. Uh, Tel Aviv University is in the top 10 for any other reason. Top 10 university in the world for start ups that come out of Tel Aviv University every year. Governor. I, I apologize. I, I just wanna, I, I wanna ask you very quickly and, and, and you're gonna get a chance. No, no, no, you, you're gonna get a chance to, to continue talking about this Senator Bob Singer actually introduced a bill along with Senator Tom Kane Junior. Um, I'm sorry. Excuse me, Senator Kane, Senator Sean Keane, I apologize. Uh, Senator Singer is one of my favorite people and, and in a statement. He, he released this. He said, why hardly support free speech including speech? I vehemently disagree with New Jersey. Taxpayers should not have to financially support institutions that allow anti Semitic behavior. This package of bills will ensure that organizations in New Jersey that take steps to support or permit activities expressing anti Semitism will not receive taxpayer funding. Would you support this? I don't talk about specific bills but it's, I love Bob first of all. And secondly, it's hard to argue with that statement, isn't it? It's hard to argue with it, which is gonna get to the point that I for all the noise around what demands were made, squeaky wheel gets the grease versus the folks who be, were behaving themselves, um et cetera, et cetera, et cetera. The bigger concern for me was we found out that there were unanswered peaceful requests from the Jewish community at Rutgers that dated back to December. That is unacceptable. So not only do you need a uh uh uh uh uh a campus environment that welcomes e everybody and, and we are all collectively committed to taking anti Semitic behavior, words, actions to zero. But secondly, you gotta, if folks do the right thing and reach out to you and have legitimate demands, by the way, not all of which you have to accept, but to, for them to go unanswered for six months. Uh And I expressed that at the highest levels to Rutgers, I am told that that, uh, engagement is happening over the past couple of weeks. Uh, but we're gonna stay very close to this. And by the way, I apologize to Assemblyman Keane and Congressman Kane Junior for that. Yes, but Bob Seger, I like, I love Bob, so I keep it all right. Welcome back to ask Governor Murphy here on news 12 New Jersey. Governor, I, I wanna get a to a question right now that was sent to us via email. Uh This is from George. He's a health care worker uh in Atlantic County. I emailed us saying this, I'm in recovery. My story isn't unlike the many people, other people in New Jersey dealing with substance use disorder, except that I was able to get help. I've now been clean for several years and I've devoted my career to helping others do the same. He goes on to say I work at Pyramid Health Care in Hammonton. All the people who come here seeking help are Medicaid patients. He says, unfortunately, the current Medicaid reimbursement rates are insufficient. He says we admit about 300 people a month but are forced to turn away about 470 people because we don't have the available beds. He goes on to say that these are people desperate for the help that they need to save their own lives. And he wants to know, will you commit to increasing funding so we can help all to seek treatment? God bless George. I hope he's listening. First of all, uh, I'm gonna ask our team, I think Dennis again, Natalie, if you could for this, uh, to reach out, uh, to, to George, actually, you know what, let's go with Sarah Adelman, uh, our great commissioner. Um And again, most importantly, George, God bless you and praying and rooting for your continued recovery. It's something I absolutely would look at. Um, you know, we, we've got all of the mental health stress, all of the addiction challenges that that didn't all start post uh four years ago with this pandemic. But virtually all of that got worse and more acute and the demand supply and balance that George refers to only got worse. Last year, we saw thank God a trend that while small and by the way, any loss of life is one loss of life, too many, but we've started to be able to bend the curve we believe. And I hope that continues in terms of deaths from addiction, medical assisted treatment is a big part of this. Um But uh spreading the net wider to be able to treat more folks is a big part of this and that's the root of George's question. So George, I'm gonna ask our commissioner to follow up with you ASAP and I'm open minded to try to find any way we can that can broaden the net to treat more folks and get them on the road to recovery as you are. Uh, I don't wanna be accused of burying the lead here governor, but there's another big story that we haven't mentioned yet today and that has to do with offshore wind. Uh, there has been a settlement with Orsted. Can you go into that? Yeah, I mean, settlements. I, I don't wanna necessarily get into the, the nitty gritty details, but we settled, they're gonna pay us 100 and $25 million and there's some sense out there that orsted benefited from tax credits. They never did. Not one penny. So New Jersey's, I'm still not happy that uh this was a significant bump in our offshore wind program and this was because they backed out of the ocean win one Ocean Wind two project, correct? Uh And we said we're gonna make them pay for that and we, we have, we've succeeded in that and uh I'm pleased with the amount again. They got nothing out of this. What happens with that money now? Well, it, it'll get plowed into either wind specific or clean energy projects. Uh Up and down the state, we had a very successful solicitation go out a few months ago. Um Fourth one is underway now, fourth one is underway as we speak and then we're accelerating one from 2026 into 2025. That was part another part of the announcement today. This is a big deal for our energy future. First of all, it's clean energy it's a huge union job spinner. This most recent, um, solicitation, the poles are gonna be 44 0 miles offshore which addresses a lot of the, the line of sight issues and it's gonna be enough energy when we're all said and done to power millions of homes in our state. So when you add all that up, it's a huge win, especially for South Jersey. All governor. Let's move on. We have a call right now. We have, I believe it's Ashe from Newark. Rhe, what's your question? No, it's a shot. What's a shot? But I apologize. I know. So I'm calling in regards to figuring out, um, how does Governor Murphy feel about, uh, fixing a pothole out in Newark? Because like, you know, you got people out here like dipping and dodging like potholes and stuff like, and like these craters in the street like this is like ridiculous. Like, so how do y'all feel like, you know, are you going about fixing our streets? Not only north but like New Jersey? Like, it's like plenty of like, like highways and stuff like that. Yeah, I feel about, you know, you know, you feel me because like over the years, you know, like, yeah, but I've seen, you know, doing progress but it's not enough, you know, like people feel like a lot of accidents, you know, happening day to day, day by day, you know. So like, I, I feel like, you know, like fulfilling those governor. Good question. Um, good mayors. And you've got a great mayor in Newark Ras Baraka. Uh And, and folks remind me that the best governors are the ones who are behave like the, the mayor. So potholes are right at the top of the list. Uh A shot, I'm gonna have uh Rob Field reach out to you, Natalie if that's OK and go through and, and get AAA more specific sense, But I see him just like you do. It depends on the road. So there are state roads, there are county roads, there are federal highways, there are local community roads and it's a challenge across all of those types of roads. We do put, we being the state of New Jersey, put a lot of money into local infrastructure projects and a lot of that goes into strengthening infrastructure including filling in potholes and, and other related matters. So this is something that we, you care about. I promise you I care about. Uh, let's follow up with you and figure out which ones in particular. But again, it will depend on the level of government. But then the state in our administration have come in and backs stopped a lot of the local efforts and we'll continue to do that. All right, governor, we're gonna take another quick break. Welcome back to ask Governor Murphy here on news 12 New Jersey governor. Uh Let's talk about the Jersey shore again. Here we are. At the beginning of the beach season. You just announced uh a boardwalk preservation fund talk about what that entails $100 million into our wooden main streets up and down the shore. We had a big process. Um We announced another 20 million for Asbury Asbury Park and Asbury gets the, the two biggest winners were Asbury Park at 20 million Atlantic City uh at 20 million. And this will be to rehab, make them more resilient. Uh And, and as they say, they, I'm not, I don't say that lightly. They are the wooden main streets I mentioned earlier in the show is the seaside heights a couple of times. I was in Asbury on Friday. It's in, in the place these, these places are hopping. Uh And it's so iconic and remember last year, the shore economy uh contributed $50 billion to our economy. And we think as I mentioned earlier, the metric suggests this year will be even bigger governor. Uh a more immediate problem in many shore towns. Uh a few that I'm thinking of in particular like uh Orley, North Wildwood, just a two, which is the beach erosion and the beach replenishment. Uh places like Orley and Toms River, waiting for this next Army Corps project. What, what can the state do to keep the towns from having a shot at hundreds of thousands of dollars for bringing so the, the, the state can step in, but in limited ways. And we've, we concluded that the North Wildwood situation was so acute that their entire summer was in the balance. And so we, uh through the Department of Transportation are doing a project literally right now, I'm gonna be down there next week, uh in anticipation of the Army Corps still coming in but not yet. Uh Orley, um, I've been on, uh, every summer, I've been governor, uh or spring or summer with the mayor, uh Orts been getting crushed. The northern part of Bay. There are certain places you can Atlantic City right now, the northern part of Atlantic City's beach has suffered an enormous amount. So the, there's nothing that we could do that can replace the full strength of the Army Corps, but we can at the margins. And first of all, we can plead that the Army Corps get in sooner than later. Um But we gotta listen, we are exposed to sea level rise and, and the, the, the erosion on the beaches are a very stark reminder of that governor final thoughts. I think it's gonna be a great summer, little bit beholden to Mother Nature. We need good weather, but we certainly got off to a good start. Uh, very excited about the summer of 24 on the Jersey shore. I'll also be in our lakes. Uh We've got some of the finest lakes in the country. Everybody please behave.
