Welcome back to ask Governor Murphy. I'm Eric Lz Crummer. Governor. Uh, thank you again for being here today. Let's right now. We have Joe from Wayne on the line. Joe, thanks for calling in. What's your question? Hey, Joe. Yeah, thank you. Thank you, Governor. Uh I just got a question on capital gains tax. Our capital gains tax in New Jersey is 10.75. Our neighbor Pennsylvania is 3.7. We're almost triple. So the incentive to risk your hard earned money. Let's say you made a million dollars. You pay New Jersey over 100,000, you pay Pennsylvania 37,000. How do we justify that? That's not counting the government tax. What's the incentive to keep people here versus moving to other states? That's a huge Joe. I'm gonna, uh, I, I said this in the break. I'm gonna have Dennis split some of the last calls with Aaron Cruz and our team, but Dennis is gonna follow up with you, Joe. Let, let me start by giving you good news, but also acknowledging that you're absolutely right about that number. Good news is we have a lot more people coming to New Jersey than leaving New Jersey, we remain the number one state in America to raise a family. That's a huge magnet for us. Whether it's best in the nation, schools, health care, quality of life location. You, you values, you name it does not come cheap for sure. Uh, it is true that at the federal level, you have a different rate on your ordinary income than you do on your capital gains in New Jersey. You don't, um, in a perfect world, I'd like to change that. The problem is, uh, that cost us a lot of money. And if you, if you did change that and you knocked it down, uh, you would dry up resources that right now we're doing things like, you know, no one funds public education per capita like New Jersey in America. I bet you practically even the world. Uh, so that's the balance you have to walk. Um But you're right, it's, it's a big number. Um, but I still think overwhelmingly the value proposition to be in this state, uh, is extremely compelling governor. You just mentioned the number of people coming into New Jersey is greater than the number of people leaving New Jersey. I just spoke to congressman Josh Gottheimer gubernatorial candidate. He was here in the studio for power politics this past weekend, he said New Jersey's lost 300,000 people over the past few years. So how do you reconcile those that what you're saying? With what he's saying. I love the guy. First of all, he's one of my favorite people in the state, but just, it's not true if you looked at the, the last, uh, census, which was the prior decade we gained, uh, our population gain was just about median in, in the country. And if you're not a low cost place and we're not, I mean, we try every day to make this as affordable as we can, but we're not, uh, a low cost. Some states bumper stickers, you don't pay state tax here. That's not our bumper sticker. We wanna make sure we're affordable. But the reality is we gained about the median of any American state we continue to gain again. That's not to say we're not really doing everything we can to make this place more affordable. But those are the facts. Let's talk about some other facts. Uh, from this week, this week, uh, news broke that your administration had put some state agencies or state agencies on notice, ordering a hiring freeze, a freeze on pay raises for some. And in order to cut expenses by 5%. How much of a deficit is there currently that this is warranted? There's a significant surplus, first of all, but that surplus will keep going down unless we take preventative action right now. So why are we doing this? Well, first of all, the pandemic shook the foundation of not just New Jersey, every state, every country, certainly ours. And we made a conscious decision that we wanted to get out of the pandemic, the shadow of that pandemic as an economic matter, as fast as possible and hopefully faster than, than other states. So we deliberately spent more than we were taking in. That was a conscious decision. I've said that many times. Um We now are seeing the revenue that we frankly expected. We're almost exactly on the revenue that was budgeted in, in the budget that I signed. The fact of the matter is unlike Washington, however, we can't run a structural deficit forever. I've got to sign a balanced budget every June 30th trivia question for folks listening last us government balance budget 1996. So they've been spending as a deficit matter for 28 straight years that can't go on and more importantly in New Jersey, it can't happen. So I don't want that to happen. I love the bets we've placed, I'm confident the revenue in the medium and longer term is gonna be exactly where we hope and want it to be. But right now, I wanna trim our, I wanna pull our belt in, trim our sales and uh make sure that we're no longer um spending more than we're taking in governor when this news came out. Uh Republicans were, were pretty quick to pounce on this. Uh State Senator Mike Costa sent out a release and this was entitled from pork to panic. Murphy's fiscal cliff is no surprise to those who saw it coming. He says if Governor Murphy truly wants to fix the mess he's created, he would embrace Republican cost saving proposals, but we'd probably have a better chance of convincing Hannibal Lecter to give up meat for lent. So, uh your response and to what uh I mean, really, what, what further steps could we see here and, and could there be more austere measures? Uh It could be, uh, I will just say this is the first question I've been asked as governor almost seven years now with the words Hannibal Lecter in them. So I have to give Mike a credit for that. By the way, we have a good relation. It's a little bit like Ronald Reagan and, and Tip o'neill. I know Declan O scandal was, was, was hitting me hard hard on this. My response. Hey, fellas, guess what? I'll give you one example. We inherited a mess. We're the ones who have fixed this place. One example if we propose and I hope we will, that we'll have a full pension payment in next year's budget. The past five years alone, we will have spent $36 billion making up for the awful behavior in the past including votes that some of my friends out there who taking shots at me took to support budgets that did not have a full pension payment. 25 years of no full pension payment. We're the first administration ever ever to fully fund the school funding formula. We're the first administration ever to fully deliver on property tax relief. So people, when you see something like that, you gotta understand. We, we are not only spending in this period, what this period needs that, that $7.2 billion pension payment that will likely be in next year's budget. Again, I'm not making news. We haven't got there yet, but God willing we will. That would have been about 1.2 billion. Had my friends all voted against and uh bad budgets in the past, voted for full pension payments in the past. Think of that, Eric, in one year, we could have saved 6 billion with a B dollars. I'm the guy that I said this right from the beginning, this may not be popular. Uh I, I apologize. I'm not, I'm not doing this for popularity. I'm doing this to try to fix this place and so far so good governor, we have to take another quick break. Keep it right here on. Ask Governor Murphy more of your questions when we come back.

Welcome back to ask Governor Murphy. uh, Governor, we have another phone call right now. We've got Marvin from Cliffside Park. Marvin, thanks for calling in. What's your question? Hey Marvin. Hey, good afternoon, Eric and Governor. Happy Thanksgiving to both of you. Governor, Governor, I've got a question for you. Something that bothers me. I think having the World Cup come to New Jersey is a financial boondoggle for the state. New York wants to have a party and they want to hold it in New Jersey, and they want New Jersey to pay for it. I was hoping that we would never get the World Cup, the finals, but that's going to happen whether I want it or not. My question to you, sir, is, How much money is New Jersey going to make on the World Cup games being played here and how much will New York reimburse us for the cost of having a New York World Cup in New Jersey? So I want to know the money that we, the money that we will make and the money that we will receive from New York as reimbursement. Yes, so we're both, Marvin, I don't see this one the same as you do. Let me just say that upfront. I'll be as diplomatic as I can be. This is gonna be a huge deal for both New Jersey and New York, uh, and I will ask maybe Brady O'Connor who was working on our World Cup team can reach out to, to Marvin. Um, this is a joint venture between the state of New Jersey. And New York City, so it's not a question of reimbursing. We're all in for this, so there's government money and we'll get you the details. There's in-kind contributions. For instance, I just hosted or kicked off rather a conference of about 150 members of law enforcement at MetLife two weeks ago, NYPD, New York State troopers, FBI, Secret Service, everybody, um, so this is an all in, uh, effort. The, the estimates of economic development, uh, creation here Marvin, are significant. I think last I looked 14,000 jobs, a couple of billion dollars of economic development, and unlike the Super Bowl, which I think may have been a, a, a trigger, you didn't say it, but that's triggered some reactions like yours, um, that was one game, dead of winter. And it's true, while it was held in New Jersey, everybody felt like they, they came out of New York City, went to the game and went home. That won't be the case. 8 games, not 1. In the dead of summer, fan zones and fan fests all over New Jersey and New York City, um, this is gonna be a huge deal in fairness for both sides of the river. We don't get, we don't get the opportunity to host this without New York City and frankly they don't get the opportunity without us. We've got the stadium and an enormous amount of community and soccer support. They're in New York City that no city like it in the world, but that combination. Has been magical and Marvin probably won't like this either, but we not only are hosting the final of the World Cup, we're hosting the final next year of the World Club Cup as well at MetLife, uh, but I, I, I promise you this is gonna be a big deal, including economically for New Jersey. Governor, I want to talk to you about electric vehicles as you know, Connecticut's Governor Ned Lamont, uh, pulled the plug as it were on the ev mandate for his state, New Jersey Senate Republican leader, uh Anthony Bucco, saying, as we have said from the beginning of the governor's disastrous energy plan, these policies are moving too far, too fast and will cause working families too much to implement successfully. He's calling on you to follow Governor Lamont's lead. Will you at the moment? No. And again, Tony is another example of a good friend and you say things publicly versus the relationship you have privately. Can I say one thing before I I go further, I checked in with my colleague Robert Saro Angelo, who's the commissioner of the Department of Labor. Uh This is back to our people moving in or moving out as of this moment. Uh New Jersey is at an all time high in both employers and employees that does not happen with people running for the exits all time high in both which we're proud of. Now, the answer is no on the ev front. Um, we have tweaked it so we, we tweak the the incentives related to it. Uh But we still believe in it. And it's when, when people ask me, hey, why are you widening the turnpike if you're such a pro environmental governor? And part of my answer is that when this is finally widened, the overwhelming amount of vehicles um uh driving through there will be electric and non, non uh carbon emitting. Um I still think it's the right policy now. We've got a new federal administration coming into office and that's something we should talk about at some point either in this show or in future shows. You know, what's their support look like? What do they look like on things like offshore wind where, you know, President Trump has said some pretty dire things about offshore wind, which for the life of me, I don't get because our program alone is a multi 10,000 job building trades program over 20 years and a lot of those guys voted for him. So that's something we should come back to separately. Um But no, we're gonna stay the course on the evs we can get to that right now. Let's, uh, let's talk a little bit more about offshore wind as you know, when the president elect was here, uh in Wild Wildwood campaigning, he said he would get rid of offshore wind projects on day one. Actually we have a question uh on social media. Also, Christie, this, I'm skipping ahead for those of you guys in the booth. Christie wants to know why is he he without Chris Christie? No, uh why is he so determined to put alternative energy off our coast when he knows it won't amount to much? Does he know the amount of fossil fuels that go into making, transporting and running? Uh The turbines is more than is being saved by using them? I have no idea what the, what that means because it's just not true. But Christy, I will have uh the aforementioned uh Dennis Eoff and somebody and his team follow up with you. Uh Offshore wind is a no brainer at many levels. One is where the most densely populated state in America. So having something that's carbon neutral uh is a big deal. It's why I extended and support the extension of the life of our nuclear plants. That's why we do so much with solar. We're about to pass a massive milestone on solar, I think as early as next week. So it's, it's clean, as I mentioned a minute ago, it spins jobs in the building trades in particular to the tune of tens of thousands of jobs for the life of me. I don't understand why that block is not standing up more strongly against some of the, the statements that President Trump has made. And thirdly it's scaled. It will, I think the last, the, the last estimate I saw a million and a half homes. That's a lot of homes in New Jersey. It will also be smart for our security. We won't have to go and beg borrow and steal energy from other places that gets delivered through the grid. Um I just think this is compelling at all those levels. It's gonna be tricky given what, uh President elect Trump has said his interior nominee is a good friend. Uh, he's more of a fossil fuel guy, but he's a good guy, Doug Berham, he's the outgoing Governor of North Dakota. Uh I haven't connected with Doug yet, but he's a guy. I think I can have a reasonable conversation with and we'll see. But that's, uh, that's sort of the landscape as I see him. You have said that you would work with the president elect. But quote, if there is any attack on the garden state or any of its communities from Washington, that you will fight back with every fiber of your being, that being said five counties in New Jersey did flip red in f in favor of President elect Trump this month. He lost by six points in the state uh compared to 2020 when he lost by 16. How much should or does what appears to be the shifting electorate force the Democratic Party in New Jersey to re examine things like priorities, policy rhetoric and, and do you think it'll be harder for a Democrat to maintain control of your office when your term is up? Yeah. So, uh some of this is un unknow unknowable at the moment, you're absolutely right about the margin. And by the way, he shifted from his perspective positively al almost the same amount in New York, New Jersey, Maryland, Illinois and California. Uh So we weren't unique in this respect. Uh Is this a sober moment if you're in the Democratic Party? And you're one of the leaders as I uh I believe I am given, I'll be the longest tenured democratic governor in January in the country. Uh uh Is it sober? Is, is it a moment where you have to look in the mirror? You have to reconsider a lot of things you betcha. And that's exactly what I'm doing and that's what we're doing. But on that list is not values, values is not on that list. Values are evergreen. So it, it, it, you, and by the way, when I made that statement, I wasn't talking about offshore wind, I was talking about mass deportation really. And so there are a couple of categories of people out there. If they limit their aspirations to folks whose cases have already been adjudicated, they've not been able to get uh permanent status, they've been asked to leave the country and for whatever reason, they're still here or alternatively, they're still awaiting their status and they committed some sort of a serious crime. It's hard to argue with either of those categories. But if they start going after uh folks who were here because their country would, was no longer safe for them and they came to America like millions have over the centuries or if indeed they're American citizens. That's a real problem. And what that looks like in terms of our response. I don't know. So, yes. Do you re examine your priorities? Yeah, you, you gotta look at what you stand for, how you communicate. James Carville is big into, we're not communicating, right? We're not, we're not going to where, where young people in particular are getting their information. You certainly have to look at that. Um But values are not on that list. The, the American values, the things that we all associate with our great nation. Those are not up for grabs. Would you, would you have been as resolute in your comments as it pertained to former President Obama who was called DePorter in chief because he uh by many immigrant rights groups. Uh because he did deport so many undocumented immigrants during his time in the, in the oval office. Yeah, I was a sitting ambassador when most of that was coming to a head. It was in his first term and I believe I spoke to it. Um but I, I don't, I back to my prior comment about what buckets of people you're looking at. I don't know what the Obama record looks like. We were the folks who were adjudicated out, uh, which is a legal decision, not a, not a federal administration decision or do they commit a crime? Hard to argue with either of those categories when it spills into the ordinary man and woman on the street who were here for the right reasons because they had no alternative or indeed, they are American citizens. That's a real problem. Uh We have another phone call, Governor. This is uh Greg from Freehold, Greg. Welcome to Murphy. Hi Greg, how are you? I'm very well. I want to talk to you today about property taxes and the high cost of living. So my property tax has gone up 6.58% this year and 26.61% since you've been governor every year they go up and, um, your anchor property tax relief program is not property tax, right? The definition of property tax relief is when everybody's property tax, it goes down by three or 4% a year every year for 10 years. The opposite is true. Here, everyone's property taxes have gone up every single year. The anchor program is just a little bit of free taxpayer money to help people pay those bills. But the bill keeps going up and I don't get any of that one. Now, every time I talk to you about this, you say we're working on lowering property taxes every day. But that's not true. You've had seven years and property taxes are higher now than they've ever been. Now, I can solve this problem for you in an hour. If you're serious about lowering property taxes. There are solutions. Let's start with road construction. New Jersey spends $1.1 million to pay a single mile. I apologize, Greg. I, I gotta jump in and let him answer. Yeah, Greg. It's the same answer I've been giving you for seven years. I mean, I just don't agree with you. The Anchor Property Tax Relief program is historic. It's knocked if, if you earn under 100 and $50,000 or even if you earn under $250,000 and even better yet, if you're a senior, these have knocked your property tax bills back a decade or more. That's just a fact. Um, and, and again, we, we came into a state that was a mess with bills overdue across the spectrum and the buck, we said the buck, uh, is gonna stop with us and we're gonna turn this reality around? Are we gonna become a low cost lowest cost state in the nation? No, we, we won't. But you're not gonna get the best public school system in America in a, in a state that is cheap to live in. Do we care about affordability every single day? We care about affordability. Greg, your question has not changed and neither is my answer. We're gonna take a quick break. Governor. Back to ask Governor Murphy here on News Park, New Jersey. Let's continue with our questions for the governor right now. Governor vote 2024 is only a few weeks in the books. We're already fast forward to vote 2025. Uh, this might not be the, the, the fairest question to ask you, but there are so many names in the democratic field already and, and no slouches as you know, uh, would you even be able to venture a guess as to when you might actually endorse somebody? Because, as, you know, in just the past couple of weeks, we've seen two more congressman, Josh Gottheimer, congresswoman Mikey Sherrill. Uh, you've got, uh, former Montclair mayor Sean Spiller, uh, Newark mayor Ras Brock, former Senate President, Steve Sweeney, mayor Steven Phillip in Jersey City. Uh, so what determines this race for you, do you think? And, and for the voters? How do you, how would you advise any one of them to stand out from the pack? A listen. First of all, I reiterate the premise, what an extraordinary field and you could see each one of them with their lane to winning this thing. Uh, and by the, by the way, there's talent on the other side as well. Um, folks including Jack Chattel, he only came within 3.3 0.3% of, of me. Uh John Brem Nick, who I think is an outstanding public servant. So there's talent on both sides, but I'm a democrat. I'm gonna look more closely at the, you're not gonna back one of these horses is what you're saying. Although, uh if I say anything nice about anybody that'll probably tank their chances at a Republican primary, so I'll resist. Uh, it's a heck heck of a field. And it's a field that looks like it. And I don't know that I'm right about this, that, that will get all the way to the primary. That's not always the case that when I was first kicking the tires early on this, the assessment of what the field would look like never materialized. It was a field, but it was a different field. Um, this field feels like it's the, the, each in their own right had the momentum to get to June 3rd. Will you endorse somebody before the primary? I don't have any plans to, um, that I'll reserve the right to change that. But at the moment, no folks out there know, know this because you're by definition in Jersey. But Jersey and Virginia, the first two governors races after a presidential election and it's typically a reaction to a ref reflection of who won the White House. The textbook would say, therefore, as it was for me in 2017, whoever the democratic nominee is, you'd say, you know what, uh it would probably lean and if you had a guest right now, who, who was the likely favorite? But as we saw from the election a couple of weeks ago, the textbook may be stale. Um And, you know, we're gonna have a chance to analyze that and, and, and distill it and figure out what extent does that still apply, uh, to the, the upcoming race? Both here in Virginia? Uh We'll see, but it's a heck of a field, really, really impressive governor. We, we have another question right now from social media. This is from a professor with uh the Raridon Valley Rise program which, oh, I'm sorry, this is not social media. This is actually, uh a, a question that we have on tape, uh, wants to know, uh, this program educates students of all ages currently incarcerated in state prisons and correction facilities. Let's listen in Governor Murphy. May you let us know when you will be processing those applications that have been submitted for clemency? Oh, ok. I got it. That's Lara, uh Natalie. Let's get back to La La Kra, uh maybe Kate mcdonald. Uh we're in the process of that as we, as we speak and I am hoping that we will have news to make before, uh, the Christmas and Hanukkah holidays. Um when I say news to make, I mean specific names and lives that have been commuted or pardoned, um, too early to give you specifics on that. But I've got a big meeting next week. My team has been, there's an independent group that, that reviews cases. They refer to my team, they've been reviewing cases. Ultimately, the decision is with me. Um, and it's a historic program that we put out there. You, you, you folks may remember that, you know, a president or a governor between Christmas and New Year's, there's 10 names or 15 names and they're sort of one from this, uh, one from the other. This is that you could still do that. This is a sys systematic based on the following parameters. How old you were, how long ago the crime was committed, what your behavior has been like, what level of crime it was? And then we did, you're eligible within those parameters. And then as I say, there's a multilevel review process. So Lara, it's coming at you. I hope sooner than later, I'll ask Kate mcdonnell, our chief counsel to follow up, uh, governor. We have to take another break in a moment. But, uh, listen, you're joining us on the heels of what was a very active and intense period of wildfires for, for New Jersey a couple of weeks ago, uh, including the one in West Milford, uh, also on the New York side as well. A couple of weeks ago while the fires were still raging, uh, you issued a drought warning, what will it take to lower the threat level? Uh, meteorologist Dave Curran said about 22 inches of precipitation in three months is needed to actually end the drought. Yeah, I wouldn't have been up at that high but he's an expert of this and I'm not. Um, if Sean LA Tour were here with me, our Commission of Department of Environmental Protection. Uh, I think you'd say, uh, the average rainfall for at least a couple of months. Um, and there's a map that I, I've seen that's really good per county. What the deficit looks like. It's real. I would just say to folks, please continue to take this seriously. It's better than it was. It obviously has rained and that's great. But we're not out of the woods yet. So, be careful on usage of water. Be careful on anything lit that's outdoors. If you see something, report it and we'll continue to stay all over this. Governor. We have to take another quick break. We welcome back to ask Governor Murphy here, Izzy, uh Governor again. Thank you so much for being here this week. Uh Honor. You recently launched a Garden State Community outreach. Uh talk a little bit about that and what's, what's the goal here for residents? Yeah, it's a very cool idea. Not mine. One of our teammates had it and I love it. So, the Garden State Community outreach premise is the following. Since we've been in office, we've given folks a ton of different ways to save money. The concern is we've thrown so much up on the wall that particularly if you're just sort of tuning in. If you will, you may not know what's available to you. And we heard this from folks in the community and we said, you know what? That's a good, that's a, that's a good heads up. So the website is Garden State outreach.us. Garden State outreach.us. You go on this, you fill in a fairly easy, straightforward form or application and then the website spits back at you. Hey, Eric, given the da da da da, you're eligible, you could be eligible for the following. And here's the link into the particular program you might be eligible for. It's become wildly uh successful. So, again, it's Garden State outreach.us. It's worth it, folks. Uh We means test most of our programs. So we usually have income caps. Uh But if you think you're in the neighborhood and I'm just gonna throw this out of a quarter of a million dollars of income or less. And, or if you are a senior, it's worth it. Garden State outreach.us governor. Uh just this week you signed a law making outdoor dining permanent. Uh Just when New York, by the way, uh is the, the deadline to actually dismantle their outdoor dining sheds is this week. So we're going one way, they're going the other way when you first allowed this during the pandemic, did you expect al Fresco would be a permanent fixture? I'll tell you what I had uh uh kind of a hunch it would be and I'll, I'll tell you why over the years, particularly during my period as ambassador in Germany, we've spent a fair amount of time in Europe and in warmer weather, at least, um outdoor dining was at least my, by my experience was a much bigger thing in Europe than it was here and to great success. So I kind of had a feeling a although I have to say we were in the throes of the pandemic, so I wasn't really thinking about what it would look like four or five years. Hence. The part that surprised me is the amount of outdoor dining that, that happens in cold weather. The, the investment in this state, I'd love to know what the number is in these mushroom heaters. Uh, we, we bought a couple of these things, people eat outdoors in cold weather a lot more than we used to and I never expected that, but I'm thrilled we landed in a good place. This is the way it should be. Um And I'm thrilled we got there. Governor. Uh We're almost out of time. But uh of course, as we're going into this Thanksgiving holiday, uh I wanted to give you a chance to uh send a message to the people of New Jersey and uh just, it's a thank you for that. It's good to be back. We, we haven't gotten together in a while. It's a uniquely American holiday. We used to celebrate it when I was our ambassador in Germany. And folks were just mesmerized by it. And I think at a time as we have now, big political shifts, big divisions in our country. Two full on wars raging, one in Europe, one in the Middle East with lots of challenges. Folks still digging out from under inflation, supply chain post pandemic. This is, I think more than any year I can remember a good year to come around together as families and friends hold hands and, and reiterate what we are all thankful for and God willing uh that we can together get to a better place as a nation, as a state and as a world governor. Very happy Thanksgiving to you and yours. Thank you so much for joining us. Thanks for having me. I appreciate it.
