Tong said Connecticut is suing Washington over $53 million in withheld money meant for school programs.
The state is part of a 25-state coalition challenging the freeze on nearly $7 billion in funding nationwide.
Some of the blocked funds support after-school and summer programs at Boys & Girls Clubs, the YMCA and public schools, serving 1.4 million children and teens.
Congress had set aside the money to provide academic support, enrichment and child care for mostly low-income families. Officials said the Trump administration froze the funds to review whether the programs align with the former president's priorities.
