Thomas Busardo, of Brooklyn, is charged with sexual abuse and attempted grand larceny, the NYPD says.
The 26-year-old is accused of performing a lewd act Wednesday morning in front of a 26-year-old woman before taking her cellphone. The cellphone was later recovered, according to police.
