One local resident, Antoine, lives across the street.
He said this behavior raises major safety concerns.
"This is not good, man. Because every day, me and other people that live here, we are handicapped. Yeah... It's not safe at all. Not safe at all," he said.
One man, who wanted to remain anonymous, works on the block.
He said these gatherings are common.
"At nighttime, it becomes a club, and they drag race and race cars around in circles in the grass. Big, giant speakers on their cars playing music. Maybe about 100 kids... who are out hanging out, drinking, partying on the street, every night," he told News 12.
