Stratford police arrested a New Haven man in connection with an abandoned dog found on Access Road in Stratford last August.
Police say the dog was severely malnurished and suffered from a massive flea infestation that resulted in the dog's fur to become stained with its own blood.
They charged Darryl Hinton with cruelty to animals.
Hinton posted the $100 bail and is scheduled to appear in court Nov. 6.
