Police say Rakeim Thompson was driving an Infiniti sedan through a work zone near Exit 16 just after 10:30 p.m.
Troopers saw the vehicle traveling 119 mph in a 55 mph zone.
The construction zone was active, and crews were working at the time of the incident, according to authorities.
Troopers pulled Thompson over and he was arrested without incident.
Thompson was charged with reckless driving in a construction zone and reckless endangerment.
He was released on a $2,000 bond and is expected to hear in court on April 8.
