        Prostitution raids at New Windsor spas lead to five arrests

        The arrests took place on Thursday following complaints from local residents about suspicious activities.

        An undercover investigation into prostitution and unlicensed massage operations at three spa locations in New Windsor led to the arrest of five individuals on charges related to prostitution and other violations.
        The arrests took place on Thursday following complaints from local residents about suspicious activities. Here are the details of the arrests:
        Vivi Spa at 3141 Rt 9W Suite 600:
        • Kun Jhao, 37, of Syosset, NY, was charged with unauthorized practice of a profession and prostitution.
        • Hongshuang Yu, 37, of Syosset, NY, was charged with promoting prostitution 3rd degree.
        • Nathan Rhodes, 40, of Long Branch, NJ, faced charges of promoting prostitution 3rd degree and criminal possession of a weapon 4th degree.
        Sun & Moon Spa at 357 Old Forge Hill Rd Suite 900:
        • Hongyu Quan, 58, of Flushing, NY, was charged with unauthorized practice of a profession and prostitution.
        A & A Spa at 357 Windsor Hwy:
        • In Ok Smith, 59, of East Haven, CT, was charged with unauthorized practice of a profession and prostitution.
        All defendants were released on appearance tickets and are expected to appear in the Town of New Windsor Justice Court on March 11 at 10 a.m.
        Additionally, the New Windsor Building Department has closed down Vivi Spa pending compliance with regulations. Building code violations were also issued to Sun & Moon Spa and A & A Spa.
