The Hunterdon County Prosecutor’s Office has charged a Franklin Township police sergeant with official misconduct and tampering with records in connection to a homicide investigation in the Pittstown section of town this past August.
Authorities say that New Jersey State Trooper Ricardo Santos murdered his ex-girlfriend, Lauren Semanchik, and her current boyfriend, Tyler Webb, on Aug. 1.
Officials say that 911 calls were made to report hearing gunshots and screaming. They say that the dispatcher relayed that information to Sgt. Kevin Bollaro. They say that Bollaro acknowledged the call, but instead of immediately responding, he drove in the opposite direction to a TD Bank and used the ATM for a personal transaction. Officials say that Bollar also ignored a second call from the dispatcher.
Officials say that after using the ATM, Bollaro then headed toward the call without turning on his police lights and sirens.
Officials say that when Bollaro arrived in the area, he did not turn on his body-worn camera and claimed that he could not find the source of the gunshots and that he “cleared the scene” after about 20 minutes.
“GPS data and surveillance footage showed that during the period he claimed to be canvassing Upper Kingtown Road, Bollaro was not in the immediate area but was en route to Duke’s Pizzeria in Pittstown,” officials wrote in a statement.
Bollaro was charged with second-degree official misconduct for knowingly refraining from performing his police duties and tampering with public records for allegedly making false entries into his police report.
A spokesperson for the Franklin Township Police Department declined to comment on the case, citing the active investigation.
Bollaro is expected to appear in court on Nov. 5.
