The Office of the Connecticut Inspector General released bodycam footage and a preliminary report of a Hartford police officer shooting a man during a traffic stop that happened on Nov. 30 at the intersection of Broad Street and West Preston Street.
Hartford police say they responded to a report of a person involved in a disturbance at 730 Maple Ave. who was displaying a firearm.
The reports says that person - 48 year-old Alexander Garay - fled the scene and police followed him until he crashed his car at the intersection of Broad Street and West Preston Street.
Officers Gabrielle Arruda and Elvis Martinez approached the car and ordered Garay to show his hands. When Garay ignored these commands a taser was unsuccessfully deployed.
When officer Arruda saw Garay in possession of a firearm, she ordered him to drop the weapon.
The report says when he failed to do so, she fired her weapon twice, striking Garay.
Garay was taken to Hartford Hospital where he is listed in critical but stable condition.
