        Need help paying winter utility bills? A new program is available to New Yorkers.

        The Home Energy Assistance Program, also known as HEAP, is a federal program offering financial assistance.

        A program is helping ease the pain of utility costs during the winter months - and you may be eligible.
        The Home Energy Assistance Program, also known as HEAP, is a federal program offering financial assistance from $21 to almost $1,000.
        Eligibility is based on a number of factors, including:
        • Income;
        • Household size;
        • Primary heating source;
        • The presence of a household member who is under age 6, age 60 or older or permanently disabled.
        HEAP representatives say a one-person household would be eligible if their monthly income was less than $3,322.
        Applications are now open. You can apply online, in-person at a site, by mail or by phone at 718-557-1319.
