'I was scared.' Man who says he was assaulted while in wheelchair recounts attack

A Crown Heights man is facing charges of second-degree assault and aggravated menacing after attacking a man in a wheelchair as he was taking his dogs for a walk on March 29.
The victim, Troy McLeod tells News 12 the dispute began when 30-year-old Levi Kabakov believed McLeod's two dogs were bothering his children, and he demanding McLeod cross the street, which he did.
However, McLeod tells News 12 that the suspect then came out of his home on Lincoln Place and began acting aggressively with McLeod.
Police say Kabakov struck McLeod with a wooden block and a bench from his yard, before pushing him out of his chair, despite efforts from onlookers to deescalate.
"I was scared, I was trying to get back up, I was in shock and thank God someone was there," Mcleod said adding "it felt like a vengeful vibe to me because to the extent of the situation there was no need for it."
McLeod tells News 12 his dogs were wearing muzzles at the time of the attack, with video of the incident showing the pets staying still during the duration of the attack.
"My dogs are well trained, and even as he was violating me you can see they did not involve themselves to hurt him," McLeod says.
He tells News 12 the attack has left him with chronic pain from being thrown to the ground, and from being struck in the hands.
"I had to block myself when he struck me twice, so I need my hands to get around, so the hills are tough for me right now," he said adding that he continues to walk his dogs daily since the attack.
He says he hopes that Kabakov takes responsibility, and that the attack can serve as a reminder that there is no excuse to turn to violence.
"If you are feeling some way, take a time out, call someone, you have no cause to ever violate someone like that put your hands on someone," he said.
Kabakov was arraigned on March 30 and released without bail pending a court appearance on July 17.
