Welcome back to Ask Governor Murphy here on News2. New Jersey Governor, we have a caller right now. We'd like to get to Caitlin in Middletown. Caitlin, thanks for calling in. What's your question? Hey Caitlin. Governor Murphy. The Middletown Board of Education's reckless proposal to close Nasin Elementary School, Leonardo Grade School, and Bay Shore Middle School is already taking a serious toll on the mental health of Thousands of students, teachers, and parents, and it will only get worse if this plan moves forward. The uncertainty and stress of potentially losing their school teachers and friends is harming New Jersey's children, yet the board turns a blind eye to the life altering impact of their proposal. What will you do as governor to advocate for Middletown's children and families and demand a better solution before more damage is done? Caitlin, thank you for calling in, um, and your concern. I'm gonna ask Natalie Kevin Dahmer, who is our commissioner of the Department of Education, to reach out to Caitlin. uh, by the way, for folks who may not know this, Middletown is my hometown, so this is something that's quite close to home and there was an incredibly emotional meeting last week which Caitlin is referring to. Um, the school aid gets put out on a formula basis. Uh, we try to tweak the formula to make it as objective and constructive as possible. Um, we did a particular tweak this year which was that on the state aid side you could get no less than 97% of what you got last year, uh, and you could get no more than 106% of what you got last year. Um, if there is a reduction in state aid, and I'm, I'm, uh, in the process of digging in on the Middletown numbers again, it's, it's personal in the sense it's my town. Uh, there's typically two reasons why state aid may go down. Number one, capacity. So what's enrollment look like relative to the amount of seats you've got and you and I have talked about this in the context of other communities, uh, less so about Middletown in the past. And then secondly, what's the the ability of the local community to pay their fair share, if you will, the wealth factor locally. And so that's I'm sure those are both in the mix in Middletown um I know there was a meeting literally this afternoon between our commissioner and our team and a whole group of elected officials who have reached out to us um and we take something like this very, very seriously, not just because it's my hometown, uh, it's a big community, it's a great community it's a quintessential New Jersey. Community and this stuff's emotional we've said this before again not in the Middletown context but in other communities you don't willy nilly talk about closing a school without a lot of emotion you know that's where I grew up that's where I walked to school, that's where I played football, whatever it might be, um, and so this stuff's hard, uh, the math does not lie. Um, we'll, we'll do what we can, but, um, those are usually the two reasons why aid is going down or not up as much as it should in this, in this case. The math could wind up being crushing for Middletown families because they're, they're now talking about the potential of an additional 5% in taxes if they do want to keep the schools open on top of the 4.8% increase that they're already looking at. That is, that is one of the painful alternatives that has to be on the table, but as Caitlin said. You know, closing two elementary schools, combining them, putting them into Bay Shore Middle, um, that, that's emotional stuff. Now Middletown has 11 elementary schools, um, several middle schools, um, a couple of high schools again, great schools. This is one of, this is a quintessentially, quintessentially Jersey town, including it's the quality of its educational system, uh, uh, by the way, a system renowned for special education, expertise and talent. Um, so we'll see. We're, we're, we're, we're not turning a blind eye on this one, I promise you. While we're on the topic of education, Governor, uh, last week you referred to the president's executive order dismantling the US Department of Education as quote unconscionable and unconstitutional. Secretary McMahon, uh, though saying that, uh, say. That about this is really about cutting bureaucracy and seeing the savings get passed along to students in districts in states, which is where they feel the real decisions are being made and certain programs would be handled by other agencies. For instance, student loans would be handled by SBA and even went as far as to point out that IDEA, individuals with Disabilities Act education funding. was in existence before there was even a DOE um and that that money is not gonna be affected in other words, that money is still gonna be there. So if all this is true. And we're and you're gonna take, depending on what happens, you take the administration at its word here for now. Do you still feel it's as unconscionable as you said? I do, although, uh, we like everything else in life, we keep an open mind and hope for the best. Um, I was with Secretary McMahon virtually a couple of weeks ago with a few other governors, and we had a very constructive conversation, uh, and by the way, not just specific to the Department of Education. To the broader sort of doge uh emphasis, I, I, I entered January 20th thinking they got a billionaire who came from nothing, great technology, cred. I'm, I'm hoping we can learn something. Who doesn't want to be more efficient? I want, I want to sign up for that, um, so it's not that you, you've got some theoretical issue with efficiency. That's not the point. But when you close the Office of Civil Rights in the Department of Education. When you close the, the, the, the ability to measure as a nation how we compete with the world and that stuff can't if if you expect a common approach as an American approach sending that to 50 states and 5 territories, you, you might end up with 55 different. Uh, levels of performance or approaches, and I think as a national matter that's a mistake and I know it would hurt New Jersey. So listen, I hope this all turns out to be a, an efficiency drive and we get the exact same stuff that we're getting now, um, but I'll I'll believe it when I see it. Welcome back to Ask Governor Murphy here on News 12 New Jersey. Uh, Governor, a cane in your corner investigation, recent one, focused on funding to repair more than a dozen dams in the state. Uh, apparently the funding was stalled for 4 years after Walt's report, uh, lawmakers took some action here. The funding was approved to address dams that were listed in either poor condition or posing a high risk to people and property. Uh, you need to sign this now. Do you have any indication of when you're gonna be signing that? I don't, but, um, conceptually it's something obviously. It's hard to be against fixing. It's like not want to fix a bridge. Uh, you, you, you, you gotta be all in on stuff like this. So conceptually, we're absolutely in favor. I, I've got to make sure we review the bill and agree with all the elements of it, but, um, we've got some, we've got some legacy infrastructure in the state and dams are on that list. I think we're doing our, our infrastructure investment is now, I think, in the 5th straight year with our budget proposal will be 6 all-time high investment in infrastructure in the state. And that includes dams, so absolutely. Alright Governor, I, uh, I, I wanna see if I can pin you down on something here. Uh, let's talk about the primary that is fast approaching 2.5 months away, just a block, yeah, I know. Um, will you be endorsing a candidate in the Democratic field, uh, before the primary? Yes, so we, as I said to you before, we, I reserve the right to, but at the moment we have no plans to. It's a very strong field. Um, a lot of folks running on both sides. You and I were discussing earlier, you got now, I guess 11 candidates between the two parties, pretty extraordinary, but the Democratic field is a really strong field, um, and, uh, I'm looking forward to seeing how this plays out over the next couple of months here. It seems that every candidate has spoken about cost of living and affordability as as a key driver in this election, uh, things like inflation, utility prices, which we'll get to later in the show, uh, are just two of the topics. Is there anything that's that's jumped out at you in this election cycle so far? Other other than a really strong democratic field, um, which I, I mentioned a moment ago, I wouldn't say this is necessarily striking, but I would say when you hear proposals, I think the voters need to dig in and really understand the probability that that proposal will become life, uh, will, will come to light things like. I'm just somebody running here was said we're gonna eliminate your sales tax and your property tax. Which will put New Jersey. No matter at the high end of your doge expectations, we'll, we'll be out of business. Florida proposed maybe getting rid of Florida by the way, people, we talk about our property taxes all the time as we should. We do a ton to alleviate them. The spike in property taxes and home insurance rates in Florida. Take it took my breath away. I, I didn't have as good a sense as I do now of the sort of 5 year trend on both of those. Hi Anne Marie, thanks for calling in. Hey Anne Marie. Thank you. Good good afternoon, Governor, and thank you for taking my call. My pleasure in New Jersey, we are facing tremendous increases in our energy costs. Our gas, electricity will be coming up in this summer, and I'd like to know what the administration will be doing. To combat some of these, it's just so expensive. Our energy costs and I'd like to know what the administration will be doing to help relieve some of that. Anne Marie, I'm going to ask Dennis Zeballo, our head of policy, to follow up with you within the next 24 hours, but this one, this one is incredibly frustrating for everybody, clearly for Anne Marie, but for me as well. We're part of a regional construct called PJM. Which has been around 100 years. And it's, the notion is a good one where you can swap power you need it today. I don't, I've got extra you and, and so this is a notion it's 12 states in the District of Columbia. So the notion on paper is good. Uh, there is a supply demand imbalance right now, which is staggering. So one of the things we're doing, Anne Marie is taking legal action. We jumped alongside Pennsylvania a few weeks ago to do that. But wait till you hear this number PJM has 1600 projects in the queue to be approved to be constructed on the supply side. You gotta be kidding me. So to say we're not, you, you're not getting your money's worth because you're getting squeezed, we're not getting our money's worth as a state. So I will just tell you we are gonna be driving PJM whether it's through our board of public utilities, whether it's me personally, whether it's through the courts, uh, we're gonna be driving this hard. I'll tell you one other. Not, not to get political here, but this is a reality. A big piece of our salvation to create energy independence and more energy security was to have the nation's largest offshore wind program. That would have added 11.5 gigawatts of power. EPA just pulled a key permit on the Atlantic Shores project. Yes, it's been one piece of bad news after another. I'm, I'm an optimist. This makes too much sense not to go ahead. It's union jobs. It's a huge positive for South Jersey. It's clean energy and it's energy, period. It would add to the supply in our state and be a game changer. It would at least lower increases if not ultimately lower energy rates. So I would beg with the beg the administration, which I've done and continue to do, uh, folks like Congressman Van Drew who for whatever reason is against this, it's a no-brainer to help exactly with what Anne Marie is dealing with, which is more supply. And lower increases if not lower prices. Let's take a look at some of the increases that we're talking about we're talking about up to 20% electric increases taking effect in June. Again, that's depending on your utility, uh, and, and I do want to point out that there is going to be a joint hearing in the state house this Friday on rising rates and New Jersey's energy problems, but you mentioned. Politics being involved in this, and this has really kind of become a political hot potato. Senate minority Leader Booko had this to say. He said that the Democrats spent the last 7 years embracing, promoting, and enacting far left energy policies that have now predictably led to a crisis that will drive up bills and threaten blackouts. Now they're trying to pass blame to everyone but themselves after two decades. Democrat controlling the legislature, it's time for a new direction in the state. So, so I'll ask for your response and, and how much of an issue do you think this is going to be in the upcoming gubernatorial election? I'm not on the ballot, so we'll, we'll see, but um I, I love Tony. He's actually a good friend, and I think he's an outstanding public servant, but he's dead wrong. The fact of the matter is I'm the guy who kept our nuclear. Campus alive, uh, which is the largest remaining campus in America, so it wasn't all a bunch of quote unquote left wing policies, and I asked Tony, I hope he's watching, is employing thousands of members of the building trades to build clean energy that ultimately would have lowered Anne Marie's energy prices. Is that left wing, that smart policy is, is having one of the largest solar. Uh, industries, 5 gigawatts of solar power in the state, that's smart. That's not left or right, that's smart, uh, community solar. Um, conservation programs to make our older structures and our newer ones as energy efficient as possible, that's not left or right, it's smart. Now we're, we're not perfect and nobody is, but the fact of the matter is we're, we're, we've been pursuing long term energy independence and security, and it's being undermined right now in Washington. It's being undermined, it's being turned into a political football which it need not be and should not be. And PJM back to them. Well then where we started. Uh, these guys, 1600 projects, you gotta be kidding me. Let's get going, guys. Governor, we have another question. Uh, this is from American Mama. She posted this on X. Uh, one of the, one of the better handles that we've had recently, uh, wants to know about real ID. How do you expect real ID to work when you can't even get an appointment for the next month at any DMV location or NBC as we call it in New Jersey and, and, and the, the deadline for this to start being used is, is May 7th, correct? It is important to note that if you have a passport, you, if, if you have a passport, you, you don't have that same urgency. Uh, I, I just had a, a long, um, interaction with our team last week or the week before. I just approved, uh, plans today to set up what I would call emergency appointment, uh, hiring more folks. Um, the MVC pre-COVID did a fraction of its transactions. Uh, online, uh, that has changed dramatically, which has alleviated the pressure for the necessary in-person appointments, uh, and this is one of them. I had, I went through that and did it myself actually, uh, but we're opening up capacity in a significant way again for, for real ID in particular, but if you've got a passport, this deadline does not apply to you. You ultimately need to get it, but if you've got a passport, that'll buy you time. Governor, uh, as you know, this week, I could follow up with American Mama if that's the only handle, but, but if there's a way, I'd be happy to get our administrator. We do have the information. OK, we will get we'll get you in touch with America to follow up with her. Uh, all right, so, as you're aware, no, it's fine, as you're aware, uh, the president appointed an interim, uh, US attorney for the District of New Jersey this week, New Jersey longtime New Jersey native, uh, Alina Hoppa, uh, White House counsel for, uh, for the president as well. And in speaking about this as she was leaving the White House, uh, she had some pretty tough remarks for not only Senator Cory Booker but you. Let's listen, OK. There is injustice and there is a heavy amount of crime right in Cory Booker's backyard and right under Governor Murphy, and that will stop. I think Cory Booker and Governor Murphy have failed the state of New Jersey. If you look at what happened in crime, what's going on in Newark, what's going on in Camden. This has been a neglected state. It is one of the most populated states for its size, and it needs to stop. So of course that made national headlines. I just wanted to get your response. First, I wish her well. um, she seems like a, a, a very significant talent. She's got a great backstory in terms of immigration for her parents, uh, a, a mom, a Jersey gal, proud of all the above as she should be, um, this is. Historically a nonpartisan position. So I'm expecting and assume she'll she'll continue that tradition, um, and I would just say the crime statistics. In particular for violent crime across the board, including in the communities that she mentioned, Newark and Camden have trended dramatically in a positive direction. You never bat 1000. Look at the tragedy of a Newark cop who was literally murdered sergeant two weeks ago, um, and what, what an emotional for his family, what a loss for the community, um, so it's you, you and a loss of one life, uh. One serious crime is is one too many, but the fact of the matter is the trend in this state shootings, um, homicides generally violent crimes more broadly have been trending in a dramatically positive direction and I hope God willing they continue where we've had challenges as you and I have discussed, although that's getting better at long last because we signed laws that make the sanctions tougher, but home invasions, car thefts. Have been, uh, not that we take those lightly, uh, but those are the ones that have been causing us the most amount of challenge over the past number of years. Again, that's finally going in the right direction as well but again I I wish her well and I'm sure when she gets into the seat she'll look at the facts and she'll focus her her energies where they need to be focused. Right now though, we're gonna take one from one of our viewers out in the community. This is Ian from Mannisquat. My question for the governor is why in Asbury Park, a city that's so based in musical culture as a musician, why can't I live here? Why can't I afford to live here? And why have all of the musicians that call this town the city home have to leave and go south or go to another city or Philadelphia? I wish we could live here. So that's my question is how do we come up with actual affordable housing that aren't these condos that we see coming up? Million dollar condos. It's a great question. Um, do we know how to get a hold of Ian? Um, we're gonna give Dennis another one on this one. Natalie, if you don't mind. Uh, first of all, I'm in love with Asbury Park, who isn't? So we've had the show plenty of times in Asbury. We've done it, we've done it there. We've done just announced North to shore. Uh, Newark, Atlantic City, Asbury Park. Um, so let's just stipulate we love the community. Lack of affordable housing is a huge issue in America and in New Jersey and Ian's right. One of the things we've got to be really careful with when you a community gets transformed like Asbury Park is right now. Is that you don't push the people out who fought and stayed. One of the great, uh, attributes of Newark is it has the bones. It had it once had population over 500,000. It's got the bones to be able to take both the new folks who are coming in, maybe in some of these high rises, uh, but without pushing folks to the sideline. That's got to be the imperative and objective in every one of these communities that's transforming. Asbury Park is an incredible success story. Newark's transforming Jersey City. Um, we just gotta make sure that, that what the concern that Ian has is not pervasive. I just literally yesterday spoke at the 50th anniversary of the Mount Laurel doctrine. Uh, which transformed the affordable housing reality in New Jersey, which we're still struggling. We're still 200, over 200,000 units short, according to the, the experts. And so as Asbury Park builds up, particularly on the, on the, the, um, waterfront and the there's these spectacular developments and all sorts of people tripping over themselves to get there, they gotta make sure they take care of the west side of the town and they gotta make sure that every element of that has an affordable housing unit. So guys like Ian and other musicians and other folks generally can live where they work and want to live. Governor, here's another question. This one is from a viewer named Manala. OK. What are you gonna do with the racetrack property in freehold? I apologize. This would be Joseph from Manalapan. These things happen, that's right. I'm gonna ask Rob Field to follow up with, um, actually Eric Brophy and Rob Field to follow up with Joseph to be determined, uh, I, I, I mourn the fact that that's closing, um, an iconic track, iconic location. Look at the beautiful shots of it. Seems to me in a state right now that is the most densely populated in America, that is one of the top 10 states in America last year of population increase. This organization just put out this 100 best communities in America to to raise a family. We placed 16 of the 100. Seems to me with the pressure of the, the happy news of people coming in, more people working in New Jersey than ever before, more small business, we could, we should, we should be able to use space like that smartly for something that's positive for the community, um, so we'll see. Uh, I'll give you one. I'm not sure it's gonna apply to freehold, but one, cricket is, is exploding in New Jersey uh via largely not entirely the South Asian population. We did a whole special on it last year. Did you? Oh, that's right, I knew that, um, and, and we're, we've been toying with some counties to try to figure out a place to put a stadium up. Who knows, but it's, I, I mourn the fact, most importantly that it's going because it's an iconic. Institution with incredible memories for a lot of families and a lot of jobs. Governor, um, something that you've been talking about, something that you've championed and you're pretty excited about is that in Newark students 16 and up, uh, registered this week to vote in school board elections, um. First, talk about your excitement and then I want to get your reaction to some, some of the criticism. So, um, I think between this is to get 16 and 17 year olds to vote on school board election which will be on April 15th in Newark. Today is the last day to register. Uh, I'm pushing a bill that would allow this to happen around New Jersey for every community school board election. Uh, almost 1700, 16 and 17 year olds have registered as of about an hour ago, which I think is really cool. Uh, we, uh, Tammy, the lieutenant governor, and I did an event last week with Mayor Baraka. We had a boogie with the hoodie, uh, who is a renowned rapper, uh, emanating out of the Bronx who was fantastic. Um, I love it because school board elections, who do they impact mostly? Kids in school. And I, I reject this. Hey, they're not mature enough. They're closest to the flame in terms of what's going on, the implications of those decisions. They've got a 100 year runway in front of them. They should be the ones most engaged and registered in voting. I love it. All right, Governor, we have to take another quick break. All right, welcome back to As Governor Murphy. Governor, we're gonna get back to the phones right now because, uh, there's a caller who wants to know and ask another question about I-80. Uh, it's Bob from Glenwood. Bob, what's your question? Hey, Bob. Uh, I'm from Ringwood, New Jersey. Yes, governor, my question would My question is very simple, the sinkholes. Has any of your engineers looked into pile driving? Steel beams into the ground to stabilize the earth so you can fill around it quicker. And also once you did that, Governor, the earth would never move again. The vibration from the heavy trucks would never shake the ground again. And you could also go 10 ft further. You could do anything you want with that and. So Bob, that is, um, first of all, great question. I'm gonna ask, uh, Natalie get Fran O'Connor, our, uh, terrific, uh, commissioner of the Department of Transportation to give Bob a call. That is a consideration that is on the table. Um, and I'll, uh, in the interest of time, I'll have Fran go through it with Bob, but there's nothing we've taken off the table right now. The watchword is safety as fast as we can, but safety, safety, safety that we don't have to see this movie again. And God forbid that we'll get anybody hurt. The fact that no one's been hurt so far is a near miracle, and we gotta keep it that way. Thanks, Bob. Governor, uh, so a couple things that we have to look forward to in the state right now the Premier League and Club World Cup. Talk about what New Jersey can expect just in terms of influx of fans when, so the, the Club World Cup, our first match is um. On June 15th, I believe, um, and we've got 5 1st round matches. This is the first time this has ever been done, so these are clubs as opposed to countries, 32 of them. One of them just got bounced. I'm not sure I understand why they're gonna have to replace him, uh, or them. Uh, we have 5 1st round matches, uh, and then a quarterfinal, both semis in the final on July 13th. Really exciting, never been done before. Um, and the first round has a bunch of really cool teams. You got Portuguese, Brazilian, South Korean, um, uh, Dortmund from Germany, which is the country I know really well. Premier League doubleheader Saturday. This is all at MetLife, by the way. Saturday, July 26th, Manchester United. Uh, Everton, Bournemouth, West Ham United, a great, uh, single admission doubleheader, lots of soccer this summer, even more next summer with the World Cup final in New Jersey. So how closely are you gonna be watching this in terms of a dry run to figure out what needs to be improved? Very much the, the, the, the attendance won't be remotely what it will be for the World Cup. All the World Cup matches will be sold out and then some. But security, transportation, fan experience, all of that hugely important. It's a, it's, it's a huge reason why we wanted such a prominent role in this cup because it will be among other things, a dry run for next summer. All right, uh, governor, finally, March Madness, we're in the midst of it right now. You're still in, uh, I believe we have your office bracket right here if we can, uh, we can put that so on the, on the men's side, we've got Auburn. Um, beating Duke, I believe, in the final. I still feel good about that. By the way, Newark, New Jersey this Thursday night, BYU Bama, Duke, Arizona with the winners playing Saturday, first time the Sweet 16's been here in a long time. And then on the women's side we've got UConn. Um, winning sadly Jui Watkins went down with a season-ending injury yesterday. That bracket would have been off the charts. It still might be USC UConn.
