Governor, I want to praise your successful leadership over the past 8 years and thank you for a productive working relationship with the New Jersey Senate. Together we have enacted policies and programs that have addressed the needs of the people of New Jersey and helped to move the state forward during very challenging times. You have a record of accomplishment to be proud of. To borrow a phrase, you made New Jersey stronger, fairer, and more affordable. The quality of life for our residents and our ability to continue to achieve progress is greater because of your service. But Phil, most important to me is that you were a friend, not just to me, but to the people of the state of New Jersey. You brought decency and real leadership in some of the most challenging times New Jersey has ever faced. I will personally, and I know the people of New Jersey will surely miss you. I wish you all the best to you, Tammy, and your entire family. Best wishes. Senate President Nick Scutari. So how about you go into the break with Debbie from Edison saying nice things about me, and then you come out of the break with Nick saying extraordinarily nice things it's not gonna last the whole show. Can we end this right now? That was a very classy statement by Nick, who's been a great partner and a great leader. Let's get to a question here on social media. This is from Mr. Carl Caruso. wants to know what is the latest on changing our ridiculous outdated liquor license laws. Yeah, listen, Carl, I'm going to have my Uh, very close colleague, Dennis Zeiloff, give you a ring, head of policy. Um, and, uh, Stella Porter is with me tonight and she'll make sure that happens. Uh, Carl, we made, we, uh, give us partial credit on this one. we made a lot of progress on the pocket licenses in our ABC organization, Alcohol Beverage Control Commission. Is executing on that. Bless their hearts. I wish they'd be faster, uh, but there's a process in place and that's plus or minus 1500 licenses that'll come loose. Uh, we've also, I think, gotten into a better place with our craft brewers. Um, but the, the, the part we didn't get done, and I hope we'll still get done in future administrations, uh, is the broader. Uh, trading in, if you will, of folks who don't have a license and how you compensate for those who do have a license. The state, we were willing to put a significant amount of skin in the game to, and then have a long runway for that to happen. Uh, that turned out to be probably a, uh, uh, a, a full loaf, perhaps too much of an agenda. Um, but we got, we got partial credit and that, that's a big step in the right direction. As I said, I think we got the craft brewers getting into a better place. Um, and I, I think, uh, Incomplete, but I'd give us with good positive trend on that front. Governor, let's get back to stronger and fairer. Senator Buco, after last year's State of the State address, asked the question, stronger and fairer for whom, citing everything from higher tolls, transit fares, electric bills, obviously to say that during your time in office. And not just your time in office, but he doubled down this week and said over 22 years of one party rule in Trenton, speaking of the legislature, that things have only gotten progressively more expensive for New Jersey residents, and the state Republicans went on to rattle off a laundry list of items that are going to continue making New Jersey more. Expensive if they're approved and if they wind up being signed into law. The Climate Super Fund Act would increase the price of fuel paid at the pump by imposing liability on certain fossil fuel companies for certain damages caused by climate change. People could pay more there. S 4502, that establishes a per line tax on cell phones, so. Nickel and diming. There's there's a theme going on here increasing solar development goals of the SRX program, the solar renewable Energy certificate program, and the rate council had warned that that could actually cost ratepayers an additional $5 billion and increase of filing fees for property tax appeals, so. Many different initiatives or bills right now that could actually make the state more expensive. I mean when, when you, when you hear that laundry list. Are they right about some of these? Listen, those literal, uh, assertions are probably right, but that's also a half a loaf. And I love Tony, bless his heart. I got a question. I hope he's watching. Tony, there are more people living in New Jersey right now than ever before. There are more people employed in New Jersey right now than ever before. There are more small businesses in operation in New Jersey right now than ever before. The anchor property tax program, particularly if you're a senior and you make less than a quarter of a million dollars, you've had your property tax bill knocked back at least a decade. Uh, we put $430 million on the street to alleviate energy bills over the, over the summer. We have tried valiantly to restructure the state healthcare programs. We did, we got it done. To some degree at the state level, um, and I still want to do something at the local level. Uh, we've had 9 consecutive credit rating upgrades as you pointed out. We're the only administration in a quarter of a century to make the full pension payment, and we did it 5 times. Uh, so with all due respect, you got to look at both sides of the ledger. Um, and do we focus on affordability, not, notwithstanding everything I just said? You betcha. As I mentioned, the anchor property tax program, senior freeze, the relief we put on the street. Uh, and by the way, I'd ask Tony another question, and again, he's a good guy and a good friend. Uh, his party, particularly led by his colleague Jeff Van Drew in the South, were against offshore wind. You showed a nice clip of me saying something earlier. This is a supply demand reality as it relates to energy right now. We have an enormous amount of demand, largely because we're a hot state. And we don't have enough supply. Why in God's name, which President Trump did, supported by the Republican Party in New Jersey, why would you take 11.5 gigawatts off the table for the life of me, because folks were arguing something about woke or something ridiculous. Let's make decisions. Based on the facts, let's play the hand we've been dealt, and the hand we've been dealt in New Jersey is the #1 state in America to raise a family. It's talent, it's location, and that's the hand we've played for 8 years. We have to take another quick break. Governor, you and I are living proof that counter to the darker forces in each of our parties, you don't have to hate or even dislike your political opponents, sometimes fierce policy opponents. I've enjoyed very much working with you, uh, jousting fiercely when we disagree, working pretty effectively together when we agree, and forming a good friendship along the way. I've enjoyed working with members of your administration, uh, and, and genuinely wish you, the First Lady, and your entire family, great good luck and good health going forward. I'll see you around Monmouth County. I love that. Listen, uh, Craig Coughlin, before the break, another great leader of the Speaker, and Declan O'Scanlon is an outstanding public servant as well and a very good friend, fellow Monmouth County guy who famously called your budget last year. Do you remember what he said? He called it a steaming pile of deficit spending. No, he then said it was, uh, that I was putting lipstick on a pig, and I walked into the budget address with a thing of lipstick which I had bought and handed it to him, but I said I had a little extra. Extra for you, but as he said, we disagree on a lot of stuff, but he's a good man. He's in the business for the right reasons, and again, Nick and Craig have been extraordinary partners. Those are very humbling. Thank you. One of the things that I know that Senator O'Scanlon's party wanted to wanted to emphasize, of course, is that in certain ways New Jersey is still getting more expensive. They spoke. Specifically about the gas tax, we're facing a gas tax increase. It just kicked in at the beginning of the year, which is a formula and it's funding the transportation they also pointed out that you and the legislature reauthorized the transportation trust fund with an increase in limits which basically makes it, it seems like it makes it more certain that we're going to see annual increases in the gas tax. It's a formula and it's funding. Infrastructure, I think we're in year 6 of record investment in infrastructure in the state. The Port Authority has a record in capital program, including a lot of really good stuff, uh, whether it's in Newark Liberty or it's the Port Authority bus terminal which is overwhelmingly used by New Jerseyans. Uh, these dollars are not going into ether. They're going into hard assets. You know, I've said this before, when I pitched New Jersey, particularly internationally. In a country that may not know who we are as well as a neighboring state, uh, they say, quick, give us some words that describe your state, and I start with talent and location. Talent, #1 public education system in America, highest concentration of research and engineers professionals in the world, uh, STEM heavy, all of that, we know that. Location second to none. And again, I said this before the break. I think you're, you're dealt a hand if you're a state. And the hand we've been dealt is talent and location. Play the damn hand, uh, and within that you've got the innovation economy. You've got roads, bridges, rails, tunnels. Invest in higher ed K through 12, pre-K. Uh, that's where the money goes. I think it's well spent. We're going to talk more about the hand we've been dealt when we come back here on Ask Governor Murphy.

Welcome back to our final Ask Governor Murphy. This is your chance to talk one on one to the governor one last time. Here's how, uh, post a question on the News 12 New Jersey Facebook page. Governor, uh, 2021, you made history as the first Democratic governor to win reelection in 44 years. That is correct. Uh, pretty close race between you and Jack Cttarelli at the time, just over a field goal, and we had won by a couple of touchdowns in 2017. So yeah, tightened. Did that unexpectedly close margin make you pause at all? It didn't, and I'll tell you why, Eric. It was a little tighter than we thought. Um, I think we were sort of in the mid-single digits, and it was 3-3, I think, at the end. I'm told this only after the fact. I should have known it at the time of the past 10 governor elections in New Jersey. Uh, 9. Uh, have won when the opposite party is in the White House, and I'm the only exception with President Biden at that point in the White House. And I don't, I don't ascribe all of the narrower margin to that, but you can't help but look to that. And, and we benefited the first time out from running against the Trump administration. Uh, I think to a certain extent, Mikey and Dale also benefited from running not just against their opponent, but against the Trump. Administration, so I, I, it, it didn't, we didn't all of a sudden say wait a minute, we've got a course correct here, uh, because we, we didn't, um, and we got through that and, and a win is a win at the end of the day as well, which you can't always, you can't forget that in politics as Governor-elect Chero gets ready for her inauguration coming up on January 20th. Let's take a quick look back at your two inaugurations, all right. Phil Dunton Murphy, I, Philip Dunton Murphy, elected governor of the state of New Jersey, elected governor of the state of New Jersey, do solemnly promise and swear, do solemnly promise and swear and maintain the lawful rights of the state. So help me God. So help me God. Thank you. Same very enthusiastic handshake I noticed. I, I almost ripped Stu's arm out there. I didn't realize that he's a good guy. I, I owe, I owe him an apology, uh, but those are incredible experiences as I know they will be for Mikey and her family and Dale and his family. I mentioned this in the, in the recap story at the top of the show. Uh, you know, you, you took office in that first term. Uh, ready to implement your, your platform, your promises, and it didn't take long for everything to get derailed by, by COVID, and, and as I mentioned in that story, I mean there, there were a lot of people who, who were very upset with you over the executive orders, of course, nursing home deaths, etc. but you look back at that time. What goes through your mind? I mean, we're, we're a few years removed from it now. Do you wish you did anything differently? You know, I, this gets raised a lot. By the way, we, I think, had 52 campaign promises when we first ran. I think we nailed 50 of them, notwithstanding COVID. Um, a, a, a public bank was one and then we had to take back the bear hunt. I hope that doesn't trigger another call on the bear hunt cause I, I, that, that's a bummer for me. Listen, early on. I, I'd, I'd argue with one part of your premise early on, and I'm, I'm suggesting early on in this case, February through June of 2020 when we were hit the hardest. So New York City and Jersey, particularly Central and Northern Jersey, were ground zero in America at that point. And that was, by the way, before, remember how, how many questions we had. that we didn't know this is part of my answer. I wish I knew for sure that masks were a good thing. The public health officials were arguing whether they were or they weren't. Do you remember bringing the mail in with your gloves on and putting it on yesterday's newspaper on the kitchen counter and then somebody reminded me, spraying Lysol over it. I mean, we just didn't know. We had no testing, we had no vaccinations. We had no sense of how this spread. Um, and so, but early on, the, the pushback that you're referring to came later. It did, it was overwhelmingly folks realized early on, we don't know what's hit us. None of us do. The public health officials, elected officials, you name it, not just in New Jersey, around the world. And you know what, on the margin, we're gonna have to err on the side of caution. And that meant closing schools, closing businesses. By the way, all of which painful as heck. Um, Remember having dinner with President Trump on Friday, June 12th, uh, at his country club uh in Somerset County, and we were opening Monday the 15th outdoor dining. Monday, the 15th of June, uh, and thinking that, you know what, we're, we're, just think about that. That's months into that. The, the blowback came later. It came Uh, in the fall, it got politicized, by the way, it's still politicized. The public health, not to get in a soapbox, but what's going on in America right now as it relates to public health is politicized and it will cost lives sadly, um, but listen, I would conclude with one observation. Nobody can say they batted 1000 then. We're the only government that I'm aware of anywhere in the country that did a complete multi-month arm's length postmortem. The first time we read the report was the day it was published, 900 and something pages with 30 odd recommendations. Uh, we held the, we held the, the bright light up to what we did. And as painful as that might be, I'm proud of that. It's a little bit like the 9/11 commission. You don't, if you're, if you're in power at that point, you don't like everything you read, but you're proud as an American that you did it and you put it up in lights. Governor, we're getting a lot of calls right now, uh, actually a few at this moment just about the anchor tax. People want to know when the payments are going out, uh, the, the anchor tax relief, excuse me, people want to know when their relief payments are going out. They're, they're going out, um, and what I'll do is during a break I'll, I'll check in with my folks to make sure I've got the right phone number and the right website for folks to go directly. To find where their payment may, may be, but these have been going out over the past probably at this 0.6 to 8 weeks, but we'll come back with numbers and websites for folks to go to. By the way, an area where artificial intelligence is helping us a ton. We've decreased wait times and increased efficacy in those inquiries by a lot using smart artificial intelligence. One of the areas where artificial intelligence is really proving a drain. Has to do with energy on an already stressed grid, data centers in particular, data centers. So, so let's let's talk about, I mean this is a problem that you've faced that we have faced collectively that now Governor-elect Mikey Sherrill is going to face and her day one promise, and you've heard this is that she wants to freeze rates for a period of one year. Do you think it's wise to, to, if she can't get it done, let's let's say for argument's sake that there are challenges that are unforeseen. Would it be wise to go the route that Governor Shapiro in Pennsylvania almost went, which is basically to to to threaten pulling out of PJM, we call it a nuclear option. Yes, Listen, we joined him in that. We, we filed an amicus alongside of him, and I think that has to be on the table. I love the way she's framing it. Forget about, and even I fell into the trap of the devils in the details. How do you actually get that done? I love that's her notion that that's her touchstone, um, and, and God bless her and, and best of luck on that front. We've been battling this, some of which is within our control. Um, some of which is beyond our control and some of which is sort of in between, which we're trying to pull into our control. So we're part of a multi-state as you referred to consortium, which by the way, makes sense in theory, but they're sitting on 1600 unapproved power projects, 79 of which are in New Jersey. Uh, come on guys, it's called PJM. The J, by the way, stands for Jersey, to give you an idea. This has been around for over 100 years. Uh, come on, man. And then I mentioned earlier, why do you take offshore wind off the table for nothing but thin, flimsy political base? Woke reasons as opposed to cold-blooded, let's find another source to power 1.5 million homes. We've got record solar right now, which I'm incredibly proud of. We're leading the nation on storage and that's a big plus up. We have to reconsider, Eric, as you've heard me say here and elsewhere. Nuclear is an option, um, and particularly the so-called modular nuclears. We still have one of the largest nuclear campuses remaining in America, in Salem County. There's an unused license there. That's something that I know we're looking at, um, and so we've got, this is an all of the above moment. Let's be creative. Let's maybe go to some solutions we may not like, uh, or love, um, but when affordability is the way it is right now. This has to be an all of the above effort. Let, let me throw this at you very quickly because on Christmas Eve, the governor-elect posted on X that she was meeting with the heads of all the energy utility companies in the state, and as you might expect, there was quite a bit of criticism in the comments, as there always is on X. That's why I don't read them. Uh, that was actually gonna be one of my questions. If you asked me to give good advice to my successor, we don't read the comments, uh, but there were people who said, listen, if, if Mikey Sherrill, if Governor-elect Sherrill can get someplace with the energy company heads. Can she do something that Governor Murphy was not able to do? What, what had you been told by the energy utility heads that perhaps would lead you to believe that you couldn't freeze rates? I mean, first of all, they're in the private sector. Um, so you have to realize that there's a public-private reality here. Secondly, we got them to do a lot. I mean, they, they agreed to smooth out the increases in their, uh, monthly payments, uh, uh, during the so-called hot weather months, uh, and that was, uh, not something that they were looking to do, but they did to their credit. Uh, they are, they've agreed to kick the tires and look at all different sources of energy, which, which I applaud. Uh, but listen, we, we've, we've been, I think, creative, and by the way, this is folks, I think might fall into, and I can understand this because it's their life and their house to thinking this is just a New Jersey phenomenon. This is a national, if not global phenomenon we're dealing with New Jersey is the 8th worst in terms of utility. Yeah, but that's also that, that's because of our density, our location. Uh, there's a lot of reasons for that, that, that, that are, are consistent with our profile. We have to take a quick break, Governor. We'll be right back with more. Ask Governor Murphy.

He's done this over 170 times in the last 8 years, answering everything from questions on pensions to sinkholes to FIFA, really being responsive to people. It's something that I think is critically important as a public servant, being responsive and answering people and answering the questions of the community you serve. That's what public service is all about and Governor Murphy has continued that tradition. I want to thank him for doing that and I'm looking forward very soon to ask Governor Cheryl. So thanks so much and have a great one, Gov. Love that, love that. She'll be great, by the way. Any news to make on that front? No news to make. Just, just, just what the governor-elect said. Actually, the governor-elect did just mention FIFA a moment ago. Uh, do you regret that you're not going to be around in office to see the World Cup? I, I don't regret because I knew that from day one. So that was never, this is not like they moved, moved the tournament out of my time. Uh, but Tammy is the chair of the host, the New York City, uh, New Jersey host committee. She had, she and I had a great kickoff with Mayor Mamdani, uh, on Friday. I have to say on the second day in office, uh, New York City's been a great partner. We're incredibly excited. The amount of visitors they now think has gone up, it could approach 2 million into the region. Jobs, 250 to 30,000 jobs, uh, economic activity measured in billions. We have the World Cup Final, great first round games, uh, a fan fest in Liberty State Park that'll be second to none. Incredibly exciting. Uh, we, we also want to mention that coming up next week is your final State of the State. That is correct. Uh, it'll be at 3 p.m. and it's gonna be streamed live on News 12 New York. You want to give us a preview of anything you're gonna say? No, I'll just say this. Unlike prior years, this is, this is a pretty obvious point, but it's worth making. Other prior years when you still have a year in front of you or many years in front of you, you're talking about aspirations, and there's some of that. But there's also a lot of reflection, uh, not surprisingly, um, and some of it's personal, emotional, uh, some, some acknowledgments I'm, I'm gonna make my whole family will be there, so it'll be a memorable day and again I appreciate the Senate president and Speaker for. Why did he allow the New Jersey structural integrity bill to pass without making certain guidelines for condos, town homes, high rise, or single family units? She then goes on to say, he created a financial burden in my community and also in my 87 year old father's who also lives in a similar community. Do we know where Teresa is? We reached out. OK, Teresa, I'm gonna have my colleague Rob Field connect. With you. I'll just keep it short and sweet on this one. Obviously, your 87-year-old was a father. I mean, that's obviously it's not something I'm happy to hear, uh, but bear with us, and I promise you we'll reach out to you. Rob, we'll get to you within the next 24 hours. Hey Dad, it's us. We are so grateful for everything you've done for New Jersey, but let me tell you something, we cannot wait to have you back full time. Love you. I'm so proud of you. God bless them. I remember at your, uh, first inauguration. You had complimented then Governor Christie, or former Governor Christie, and you commended him on being governor but being a father and a family man at the time. Now looking back on these eight years and hearing that message, what's going through your mind? Yeah, it's pretty emotional. I remember the moment very well. I mentioned to you earlier that I was on with Governor Christie today. You know, in the fullness of time, you find more common ground with folks, particularly at a personal level than you might ever expect when you first come on the scene, and he and Mary Pat are, are, are good friends and more importantly, great parents. And I think Tammy and I have, uh, listen, it's, it's mostly an incredible, incredible opportunity, not just for me but for the first lady in the family. But it's also not easy at times, right? You have bumps in the road and challenges and Our kids have been great. Tammy's been awesome, and, and I think we've been able to get that balance right. It's not easy, you know. You get, you got a job that's 24/7, but we've been able to get a good amount of family time and looking forward to more in the years ahead. Governor, we're running out of time on this last show, but, uh, you actually have a, uh, a bunch of bills that you're gonna need to be signing in the coming days, including one that's coming up right this week, and that's the, the bell to bell cell phone ban at school. Yeah, we're gonna, I'm gonna be up in Ramsey on Thursday. This is a big one. I think this is a game changer. Speaking of my kids, I wish this had been in place, uh, 15 years ago in the advent of cell phones and when my kids were in, in those years. This is a game changer. I've seen it with my own eyes. The evidence is overwhelming. And again, it's bell to bell, or others call it phone-free schools. So the, the student comes in in the morning, they put the phone into some secure. place and then they pick it up at 3 in the afternoon when they're leaving as opposed to putting it in and then taking it out in between classes. The evidence suggests there that the anxiety, the anticipation still distracts, but when you put it in at 7:45 in the morning, you pick it up at 3 in the afternoon, it goes out of your head. Again, the evidence is overwhelming, not just the Teachers and parents, you'd expect that, I think, but the kids, um, and this is a game changer and it's coming to New Jersey. You have another round of clemencies coming also. We have more clemencies coming. We, I hope we'll have at least another round of two of relieving medical debt, which we've been able to do for pennies on the dollar. We had an announcement last week on that front. Um, and we, as you said, we got a whole lot of bills. I just came out of a meeting today. We reviewed 81 bills in this meeting alone. You don't have an auto pen. I do. Um, this is, um, this is me, baby, uh, uh, literally looking at each and every one of them. Like, like clemency, by the way, these are literally each and every one of these have to get absolute personal attention from me, uh, and, and they do. Final thoughts, Governor, it's the end of a long journey. How do you want to be remembered in terms of New Jersey's governors when, when, when they look back on this period. How do you want to be remembered? Listen, first of all, you've been great and your team has been great. We're gonna do a little gathering afterwards and I'll say that to you privately, so thank you. Even when I didn't like what you said, you always call balls and strikes and we're fair, and that's all that you can count on. Listen, I hope folks look back and think that we gave it everything we had. That we left the state in a meaningfully better place than when we found it. Um, whether you call that a turnaround or not, I'm not, I'm not sure that we, as I said at the outset of the show, that we were who we said we would be. We didn't say one thing on the campaign trail and govern in a different way. We said stronger, fairer, more responsible, we stuck to our guns. We talked a lot about the every state's got a bumper sticker. Ours is the number one state in America to raise a family. I hope that you think that we stayed true to that, whether it's public education, public health, quality of life. Um, you name it, but it's been the honor of a lifetime. I got 2 weeks to go. I'm gonna sprint through the tape, I promise you, but I want to thank you and all your colleagues for being great hosts, uh, over these 8 years. Thank you, Governor.
