The board refused to pass the budget at Monday night's meeting and said it may consider filing for bankruptcy before agreeing to the state’s terms.
District officials say approving the budget would require raising taxes by about 13% — totaling a 22.2% increase over two years — which they argue would be an irresponsible burden on residents.
