Street litter irks residents along Westchester Avenue

Frustrated residents along Westchester Avenue in Soundview are concerned about mounting trash littering the roadway.
One Bronx resident said he can't even park his car along the strip because of the glass spread on the streets. Another said he volunteers to clean up the garbage so others can enjoy a safe space to walk.
News 12 reached out to the Department of Sanitation. It said in a statement that the area was inspected and cleaned Friday afternoon. It also said that litter baskets on the roadway have “gone missing” and would be replaced.
Their full statement is below:
“We inspected the area and cleaned litter on this block this afternoon. We also found that litter baskets that are supposed to be here have gone missing. We will have them replaced as soon as possible.
Note, however, that the placement of litter baskets does not always solve cleanliness issues. We also need residents to comply with the law, refrain from littering and use the baskets as they are intended.
Litter baskets are for walking trash ONLY, such as coffee cups and candy wrappers.
It is illegal to use these baskets for household or commercial trash. Remember, we pick up all residential trash two or three times a week, depending on the neighborhood, and businesses are required to hire a private carter to take their trash away. Anyone caught using a litter basket for residential or commercial trash can receive a summons. If people are leaving residential or commercial trash on the sidewalk, a public litter basket is not necessarily the answer.
Finally, regardless of the nature of the trash, all property owners are required to keep their sidewalks clean, as well as 18 inches into the roadway.
We have also found that parked cars not obeying alternate side parking rules have impeded our ability to clean the curblines. Along one block in each direction of Westchester Avenue from the 1800 address you referenced, we have issued 65 summonses this year alone for violating alternate-side parking rules. (Note that residents who observe alternate-side parking violations can report them to 311.) Our mechanical brooms cannot sweep when cars are in their way.
We also issued two summonses along the same stretch this year to property owners for failure to clean their sidewalks and curbs.
Again, we will have the litter baskets replaced ASAP and we will continue to monitor conditions here, but we also need property owners to do their part and keep their sidewalks clean.”
