Lawmakers at the state Capitol approved new restrictions on balloon releases late Monday night.

The measure, years in the making, does not ban the sale of helium balloons. Instead, it requires retailers to sell balloons with weights attached to prevent them from rising into the atmosphere.

Under the legislation, the requirement would take effect between 2020 and 2027, depending on implementation timelines. Retailers who fail to comply could face fines of $20 per violation.

Supporters say the measure is aimed at reducing environmental harm caused by released balloons traveling into the atmosphere and eventually landing in waterways and natural areas.

The bill cleared the Legislature just hours before the deadline for action.
