Gov. Phil Murphy hosted Biden and first lady Dr. Jill Biden at his home in Middletown.
Middletown Mayor Tony Perry said more than 40 local police officers, state police, Secret Service and the Coast Guard were on hand.
People who live in the affected areas could not drive or walk outside when the motorcade passed.
President Biden touched down in New Jersey after a similar event in the Hamptons earlier Saturday.
Since the debate on Thursday, Biden has held both public rallies and private fundraisers.
