They say Rivera Mendieta and Katherine Cabrera-Tapia stole more than $1,500 worth of merchandise from the location.
Police say one of the women was carrying an infant in a carrier attached to her body.
After an investigation, officers say Mendieta had an outstanding warrant from U.S. Immigration Customs Enforcement.
