A Waterbury woman who is accused of holding her stepson captive for 20 years in her home appeared in court Wednesday, where two plea offers from the prosecution and judge were put on the record.

The state recommended Kimberly Sullivan serve 30 years, suspended after 20 years served, followed by five years of probation. Meanwhile, a judge suggested she serve 30 years, but suspended after 10 years and dollowed by 5 years probation.

Officials say Sullivan's stepson, known as "S," set fire to their Blake Street home in 2025 to escape from her.

Sullivan has been charged with kidnapping, assault, unlawful restraint and intentional cruelty to persons.

Sullivan will officially accept or reject the offers at her next court appearance on Sept. 4.

Sullivan's attorney Ioannis Kaloidis told reporters she will not take any deal that involves prison time and anticipates the case going to trial.
