A White Plains man faces several charges, including the use of a weapon of mass destruction
It stems from a suspected explosive device found outside an apartment on
Monday.
Raymond Elders, 65, has been remanded to the custody of U.S. Marshals.
He just made his initial appearance in federal court in White Plains.
Prosecutors say police found a pipe bomb outside an apartment.
They also allege Elders was later seen with blueish and black residue on his hands and a lighter.
The prosecution says dozens of additional pipe bombs were found inside the apartment Elders was staying in.
The defense argued that Elders has a history of mental illness and issues with alcohol that he is seeking help for.
However, the judge said how lucky everyone is that no one has been hurt.
The prosecution is calling Elders’ alleged actions the height of recklessness.
Elders is due back in court on April 29.
