A Lakehurst man has been sentenced to nine years in state prison for fatally striking a man working in a construction zone while driving intoxicated in Toms River last year, according to the Ocean County Prosecutor's Office.
Douglas Smith, 52, was sentenced Friday after pleading guilty to vehicular homicide in the July 31, 2025, death of Allen Adams, 50, of Lumberton Township.
Prosecutors said Adams was working in a construction zone on Lakewood Road near Raymond Avenue around 1 a.m. when he was struck by Smith's northbound vehicle. Construction machinery at the scene was equipped with flashing amber warning lights.
Adams was taken to Community Medical Center in Toms River, where he was pronounced dead.
Police located Smith's vehicle just north of the crash scene and observed signs of impairment, prosecutors said.
A court-authorized blood test showed Smith had a blood alcohol concentration of 0.151 when his blood was drawn, above New Jersey's legal limit of 0.08. Prosecutors said cocaine, fentanyl and methadone were also detected in his system.
Smith pleaded guilty to vehicular homicide on Aug. 31. He also pleaded guilty to driving while intoxicated at his Oct. 23 sentencing, when a judge suspended his driving privileges for 10 years.
Under New Jersey's No Early Release Act, Smith must serve at least 85% of his nine-year sentence before becoming eligible for parole.
