        Ken Jenkins won the special election for Westchester County executive on Tuesday.
        The Democrat says his opponent, Republican Christine Sculti, called to concede the race.
        Jenkins was named county executive earlier this year, taking over for George Latimer who won a seat in the United States Congress.
