Connecticut Inspector General Eliot D. Prescott says a Bridgeport police officer was justified in the fatal shooting of a Bridgeport man.
On March 31, 2025, Officer Yoon Heo shot and killed 39-year-old Dyshan Best on Kossuth Street. The inspector general’s report states police first responded to East Main Street for a large fight and later confronted a truck Best was in after reports that he and the driver were armed.
After officers ordered Best to step out of the vehicle, they say he ran. During the chase, officers say, Best aimed a pistol at police, and that is when Heo shot him twice.
The inspector general concluded:
"Based on the totality of circumstances, Officer Heo reasonably believed that deadly physical force was necessary to protect himself from serious physical injury or death. Accordingly, he was justified in using deadly physical force against Dyshan Best. This office will take no further action."
