Welcome back to Ask Governor Murphy here on News 12 New Jersey. We thank you as always for joining us. Uh, Governor, we have a caller right now. We've got Mike from Mount Arlington on the line. Mike, thanks for calling in. What's your question? Hey, Mike. Hello, Governor. Thank you for taking my call. Pleasure. So, so my question to you is, my son is currently serving in the Navy as we speak, OK? And he's on the aircraft carrier somewhere in the Atlantic as we speak. I'm very. That I've contacted or I've tried to contact Senator Kim numerous times in the last two weeks. No response. I want to know what you can do because he's not gonna, #1, they don't make a lot of money as we know, correct? And they're serving our country. And there's a chance that within a week, he will not get paid. Yeah. What is all of that about? I mean, this, this should be a nonpartisan issue. It shouldn't be a Republican issue. It shouldn't be a Democratic issue. They can sign a bill to pay the military. I don't get it. What can you do to help this issue? Well, Mike, uh, first of all, God bless your son and thank, thank him for his service to our nation, period. Uh, and secondly, I could not agree more. This shutdown has become very unhealthily partisan. And that is not good for America, including speeches to our military that have no place in that environment, and Mike makes a fair point that his son is probably getting sucked into some of that. Mike, I'm not sure I'm, I'm not a, a federal officer, but I will tell you, uh, we will get somebody on this. I'm gonna ask Rob Fields. Stella Porter is with me tonight. Stella, let's get Rob Field to get to Mike ASAP and let's figure out. Uh, what advice we can give him and perhaps we can help with Senator Kim's office, uh, as well, but let's take the, let's take the partisanship out of, out of the country period, but certainly out of the shutdown right now. Governor, uh, there's a whole lot of concern right now, and it seems to be centering on Long Branch and Tinton Falls and it has to do with, uh, Monmouth Medical Center. um, this week, Congressman Frank Palo put out the call for the public to attend a public hearing next week. To stop RWJ Barnabas and the Murphy administration from closing Long Branch Hospital, he says RWJ Barnabas and the administration are hoping that people don't show up. They want a quiet room to rubber stamp a deal that guts Long Branch Hospital Long Branch's Hospital and moves care for critical services out of town to cater to wealthier patients. Don't give them that. There's conflicting information here though about what's actually gonna happen here so I want you to respond to that and, and speak directly to the people who live in that area. And by the way, Frank is a close friend. He's a great congressman and he's a champion on so many items, particularly in the health care arena. Um, listen, this is inevitable and it's I think it's a win-win for both places. Uh, first of all, Monmouth Medical, I have to say my wife used to chair one of the boards there. It's our home hospital. It's where we go. Uh, if I've got, uh, I need a procedure, uh, I, I'm more often than I go to Monmouth Medical in, in Long Branch. They're an outstanding operation. They're part of the RWJ Barnabas system which like Hackensack and some others, Cooper, Virtua, that we've got some great health, healthcare provision systems in, in the state. I think this is a win-win. It turns out you can't have, you can't split a license, so there has to be a real sort of, uh, sober assessment of the facts. I think what you're gonna get is still a presence in Long Branch. Um, not as big a presence as they have today. Yeah, RWJ says they're not closing. They are absolutely not closing it, and they've given what are they scaling back? Well, they're scaling back. It's a full service hospital right now, and it won't be a full service hospital, but Tinton Falls will be. It'll be a state of the art, uh, hospital, and our Department of Health looked at this and concluded this is the only way we, we went back to our lawyers, I don't know, a half dozen times. This is where it ends up, and I'm listen, I'm confident. Long Branch is an incredibly important community in this state. I am completely confident that the Barnabas folks get that and they will behave as such. I love Frank, but I, I don't appreciate the premise that we're hoping for an empty room. That's just not true. We want everybody on all sides of this to show up and express either their support or their displeasure. There's an open comment period for a reason. We take that very, very seriously. The punch line, the bottom line. I am confident the community in Long Branch will continue to be well served as it relates to health care. Governor, uh, we've got a question about plastic bags. I think I'm sorry for keeping you guys on your toes in the control room, but, uh, question about the plastic bag ban if we can, uh, pull that up possibly, and there it is. Aaron says, can you please explain why you passed the plastic bag ban and if it's actually had any. Legitimate scientific environmental effect over the economic effect and major inconvenience it's caused for Main Street and consumers overall. Listen, I've heard a lot of people complain about it, Governor, although they complained a lot more when it first happened. Erin, um, if you're listening, I'm going to ask Dennis Deloff and our team, our head of policy to follow up with you. Yes, it has had an impact. Why do we do it? I think part of your question is why do we do it? Well, we're trying to have less pollution in New Jersey. We're the most densely populated state in America and getting the environment right is not a, uh, it's, it's, it's not a, uh, you can't get a C+. It's pass fail. Uh, this, God willing, reduces pollution. I think the evidence is that it has meaningfully. Yes, there's some amount of inconvenience, but our judgment was that that was a reasonable price to pay, uh, to make the garden stay cleaner. That's been the results, and I suspect that we'll stay that way. Uh, Jack Ctarelli says he wants to get rid of that bag, man. I, I'm not surprised. I I don't agree with that, but uh. I'm, I'm not, I'm not surprised. Uh, we'll leave it at that. Let's take another break. We'll be right back with Governor Phil Murphy next.

Welcome back to Ask Governor Murphy here on Newsal New Jersey. I'm Eric Lance Grener. Uh, we have another social media question here, and this has to do with cost of living. Karen posted on Facebook asking this. Let's take a look. Why haven't you given New Jersey retirees a cost of living increase in the past 8 years while giving current workers raises every year? Now this is a tough one, Karen, and I'm, I'm gonna ask Dennis, uh, Zebeloff also to follow up. Dennis and I. Have been working on this. There's a guy named John Obigliano who's representing a bunch of retirees who's been a really good actor and good advocate for this. So cola got cut long before I got here and it was applauded at the time. It's a classic case in government where in the aggregate people pound their chest and talk about, hey, we saved $3 billion which was the number that was thrown around. We'll tell that to a retiree who's barely living above the poverty line. Um, so you have the, the aggregate number headline and then you've got the reality of the struggle. The, the, the decision we made, and, and then by the way, the pension payment had not been made in full for 25 years, so the pension system was among the weakest in the country. We made the decision that migrating toward a full pension payment we've now done that 5 years in a row. That's $36 billion. Had we been making our payment. The total 5 year would have been between $5.06 billion dollars, so we paid a penalty of $30 billion for past bad behavior. It's just so galling, but we felt strongly that that needed to be the first port of call in terms of where we put the resources in a perfect world, I would have loved to have gotten to some reinstatement even on a pilot basis of some of the cola. Uh, we didn't get there. You never say never, we've still got a lame duck period. It'll be hard because the world, the finances in the world right now are, are challenging even though New Jersey's doing great, uh, but it's a great question. And again, Karen, I'll have Dennis follow up and walk you through our logic. Governor, we've got Kyler from Old Bridge on the phone right now. Kyler, thanks for calling in. What's your question? Hey Kyler. Hey, hi, Governor. It's kind of Denise. Um, so I was gonna say that Sanjay and the anchor program are going to be a significant part of your legacy as our governor. Do you believe that these Programs go far enough, or should we be expanding direct financial assistance that we're offering to residents in particular, as a lifelong young New Jerseyan who has often thought about moving out of where I grew up because of how expensive it's become, do you think there should be any programs like say NJ offered to keep people, excuse me, offered to keep people who grew up here in state? Great questions Kyler. Uh, I'm, um, um, Dennis will never speak to me again, but Dennis happens to be the right guy to follow up with Kyler. So Dennis Seveoff, poor Dennis, he's not gonna speak to me for another couple of months here. Um, so Anchor is the most successful property tax relief program in the history of the state. It's means tested, so it, it's really juicy if you make up to $150,000 a year. It's still juicy up to $2500 a year. It's juicier for a homeowner than for a renter. But both are, are, uh, beneficiaries and most importantly, if you're a senior. Then as Kyler has rightfully pointed out, we're then gonna have stay and J, which will be another juiced benefit for our seniors. Again, the theory being limited income. So you're, if you're a senior almost by definition, uh, you're on a fixed income, you may own a home, by the way, and you want to stay in that home. Hopefully you've got family around you want to stay close to. Your kids are out of out of public school, which is over half of anyone's property tax bill on average, so the notion of helping seniors out makes a lot of sense. Um, Kyler, the one program that we love for the younger generation, uh, is first time home buyer assistance. I think we've helped, uh, 10,000 different people buy homes since we put that program in place in 2022. It's been wildly successful and by definition. I guess you could have a first time home buyer who's a senior, but you're more likely than not to have a young couple either just starting a family or considering a family. That program's been wildly successful. I'll make sure Dennis walks you through that. You're gonna take another quick break as Governor Murphy continues when we come back.

We love those calls 888-912NJ that's 888-639-7126. Governor, a major initiative, uh, during your second term has had to do with artificial intelligence in New Jersey. Uh, and actually we've done stories in in recent weeks about Kain now offering an AI major. Yeah, pretty incredible, but a very strange story that came out today. I'm not sure if you heard about this one. So there was a picture that was sent to 311 Newark, and, uh, health officials got involved, and here's a picture. It was about monkeys on the loose. I'm not making this up, I promise, but the people who took the picture were so this was apparently an artificially generated monkey, right, a prank, but the health officials got involved they started investigating it, um, and AI has. Gotten so good that there are certainly dangers uh and and then of course on a much, much more serious story we had that story in Westfield High School not long ago about uh the AI generated pornographic images of classmates the deep fake awful thing. So, so, so how do you. How do you balance the risks and rewards of AI as you try and encourage New Jersey to be this hub for AI but do it responsibly? Yeah, it's not easy. Uh, I didn't think it would come down to monkeys. I have to say I did not see this story, but, uh, it's not easy, and let me sort of state a, a, a core sort of foundational thesis here. AI is being developed. The question is whether or not New Jersey wants to be a part of that development or not. It's not as though it's a little bit like legalizing weed. It's not like we didn't have weed in the state. The question is how, how do you do it responsibly, safely, and by the way, where we can make a little bit of money, by the way at it as well. This is different realm obviously, but not a different. Sort of foundational notion somebody's gonna be developing this. Does that mean it's less dangerous? Does that mean it doesn't need to be regulated? Uh, absolutely not. um, so the AI hub that we've established here in New Jersey with Princeton University, Microsoft Core weave, which is a rocket ship New Jersey headquartered hyper scalar, uh, part of that is, uh, scholarship. Part of it is what do we do with regulation? Uh, how do we both capture the upside and, and harness the downside? Uh, and certainly there's an economic development element to this as well. You want, given the talent we have in the state, particularly in the STEM innovation fields, let's try to capture the next generation of companies that are in AI, but this is not without we, we gotta go into this with our eyes open, uh, whether we like it or not, but this train is leaving the station. Question is, does New Jersey want to be on the train? We've, we've answered emphatically yes. Governor, we have a social media question right now. This is about the bear hunt, so let's pop that up on the screen if we can right now. Sue posted this one on Instagram asking why is there a bear hunt when you campaigned that it would be discontinued. She goes on to say, makes it seem like you said what was needed to be elected but didn't intend on discontinuing it. Now it was discontinued at one time and and it was brought back, correct? Yeah so I I pride myself. On doing what we said we would do, that we are who we said we would be, and I had major mea culpa when we had to go back on this. I didn't do it happily. I did not do it to get elected. I, I was led to believe that there were nonlethal means by which we could control the bear population and frankly, I, I heard far too many. Near misses, particularly with kids and particularly not exclusively but in the more than not in Sussex, Warren, Hunter and Morris County, sort of upper western, uh, uh, uh, northwestern part of the state and I tell you, I'm, I wasn't gonna lose a kid on our watch, uh, with a policy that, well, well, well intentioned, um, it was not working so we reinstated it. It's got two periods. We should point out the first phase just ended, just ended 300 and something bears, 368368, I think, second only to last year, um, and but it's less than the percent, the bogey, so they'll be back at it again in December, um. Again, heavy heart. I'm not wild about this, but I'm also not gonna put people's lives at stake. One observation I have to say is 368 bears in not that many days. There's a lot of bears out there, man. Uh, that to me is the eye-popping, uh, so what of this recent round again, Sue, if we had a non-lethal way to do this effectively. Sign me up. We tried that. It didn't work, but I promise you we didn't do this. We didn't say that to get elected. We believe with all our hearts we could do it nonlethal. Turns out we couldn't. What's the impression from Fish and Wildlife to EP about how it's going so far this year? I think, well, I mean, thank God, no, knock on wood, no personal tragedies. You always worry about that when people get out there with a lot of guns and, uh, so far so good, um. The government shutdown, the federal government shutdown has not impacted this. I don't anticipate, please God, it's still not shut down in December that will impact it then, uh, but so far so good. Uh, on the topic of safety, because obviously the bear hunt is tied to safety here, um. I'm not sure you heard about this one. There's a pilot program in Woodbridge that put these AI powered stop arm cameras on school buses, and what they found over a 10 month period is that 3000, nearly 3000 cars illegally passed school buses that were stopped at their lights on picking up kids. Um, shocking. There's there's a bill and it's got bipartisan support right now that authorizes the use of these monitoring systems in cooperation. With the local municipality police departments to then take the violators, is that something you would sign conceptually I like the idea. I don't know how much that costs. I always, you got to look at how much something costs. You obviously also want to make sure you're respectful of any privacy issues. But 3, what's the first thing you learn in driver's ed? You don't pass a school bus when its lights are blinking on the stop signs in the video right now from the cameras. It's the, that I saw that number today and my jaw was on the floor. Conceptually, I like it, um. And shame on folks who, uh, who do it, uh, they need, they need to get caught and pay a fine for that. You can't do that. How, how many kids' lives get put in danger, right? You know, the post that goes that swings out, folks probably know this, but that came into existence because sadly there were tragedies that kids were walking in front of the bus and the bus driver couldn't see them. So that post exists to get the kid to do the skirt around. That's not gonna help that kid if there's a car coming up the left side. Um, so conceptually I like it, uh, devils in the details, particularly the cost, uh, but I would look at that very carefully. Uh, governor, we're gonna take a break in just a moment before we do, I want to talk about in-person early voting. That's, that's set to start this weekend. Any tips for people as they get ready to start voting in person going to polling places? Yeah, so first of all, the website, if you want to know where to go vote.n.gov, that's a good place to go. Early in person voting starts this Saturday, the 25th. It will go through Sunday, the 2nd of November, so 9 straight days, um, and then they take a day off on Monday the 3rd, and then game day is the 4th. We've been voting early for the since we, since this was law, uh, at first it wasn't. It was a muscle that was not terribly well, uh, used by a lot of voters. That has changed. Last year, the presidential, we showed up, we waited 45 minutes, uh, to, to get in to vote. Uh, Tammy and I think are gonna be, be voting, uh, in the first few days of early in person. I encourage everybody to get out there because you never know what happens on election day. We could have a, you know, rain. God forbid something worse on the weather front. You could have an NJ Transit challenge. Um, you've got really now that never happens, that never happens. You got vote by mail is one option still, but you've got now 10 days where you could physically vote in New Jersey. Vote Hub actually says more than 400,000 mail-in ballots have been returned already, so yeah, it's a pretty decent it's a I think it's a record as of this date, um, and that's a good sign of enthusiasm on both sides of the aisle. Welcome back to ask Governor Murphy here on News 12 New Jersey Governor, uh, I wanna talk about, um, a bit of a scandal that's put the NJEA in the spotlight recently. Um, I wanna get you to weigh in on this. Obviously the largest teachers union in the state, uh, they've been facing widespread calls to terminate to fire the editor of their monthly magazine, uh, who was discovered. Has a history of making anti-Semitic, anti-Christian posts, uh, calling posts calling for violence against Jews as well. To date, the NJEA has only said that it's an internal personnel matter and they're addressing it through their internal processes, um, but some 2 dozen elected officials in Bergen County, that's in addition to Congressman Josh Gottheimer, are calling for the editor to be removed. Do you support that? Yeah, I, so first of all, I got that letter. Uh, I spoke to Josh as recently as a couple of hours ago. More importantly, I spoke to the leadership of NJEA earlier this week, and we've got a good relationship with these guys and there's they've got a new president who's terrific, and I reiterated this has got, this has got to get resolved. The, the, the posts are really ugly. They're unacceptable. Come on guys, you may have a process, but let's. Let's get to it and get this resolved ASAP, um, and that's the nature of the conversation. Josh and I were comparing notes in this earlier today and we'll stay on this. I, I, I, I wanna shift to Monmouth County now, uh, and this is relevant because you've prioritized Holocaust education during your time in office. So in one district in Manalloin, some students needed a bit of a refresher course, um. In the high school parents, they, they packed a board meeting last week. They were demanding answers from, from, uh, the superintendent of the board of ed, and this all stems from the social media posts where high school students, some, some high school students were posting about quote killing every last Jew, dressing up as Hitler and Holocaust victims for Halloween. Have you spoken with district leadership and and and in your opinion, especially given the current climate right now, what's the proper response to something like this? Yeah, so I have not personally our team has. um this is another example of people crossing wires that can never be crossed. Do, do I have a right? Do you have a right to criticize a government, a coalition, an administration? You bet you we do. I criticize the Biden administration. I certainly criticize the Trump administration. That doesn't mean I hate America or I hate Americans. So somebody can be legitimately upset with actions taken by the current coalition leading Israel, some decision that that government makes, that's a legitimate we can debate that, but that's fair game. You can never cross the wire between that legitimate right and attacking a people. Anti-Semitic behavior, right wing hate. I spoke to the, um, the board of the Anti-Defamation League literally two nights ago on this very topic. They asked me where, where they, what advice they were, they were giving us our annual report card and in New Jersey we do quite well and they usually have a couple of areas for improvement and then they, to their credit, said if you were in our shoes, where would you be doubling down? I said, I think you guys have been really effective in making sure those wires don't cross. Um, and sad thing is it doesn't make a difference which wing, which side you're on. You've got the extremists on both, in both wings. You, you, you, you, you absolutely, absolutely correct, but on this particular issue, enough already, uh, parked that Hitler crap at the door. Somewhere else, um, enough again you have a legitimate right to question government leadership that's a, a, a cherished right that we all have do not ever cross that wire and by the way, we need to keep pounding away one of our strategies which I again was discussing with the ADL the other night, uh, was, uh, the notion of never forget mutual respect, respect for other people's both religious and. Ethnic backgrounds and histories, uh, just doubling down on that to make sure the next generation has got it deep in their bones, uh, Governor, possible security guard strike. I wanna get you to weigh in on that one. I'm not sure how closely you're following this strike vote is looming. Uh, it's supposed to be next week and it involves 2000 security guards in the state. The union just held a rally this week outside the university hospital yesterday. Do you feel that a strike in this situation will be averted? I don't know. I mean, it's 32 BJ and we are very close to their leadership. In fact, they were very good in terms of reaching out to me and to us to give us a heads up, etc. I'm hoping we can avoid it. And I, I don't want to speak for them. I know that they would like to get their aspirations achieved without a strike. Uh, strike kind of stinks for everybody, but listen, at some points we're the quintessential labor state. Uh, at some point if, if you're not, if you're not being treated fairly, that has to be an option. Um, God willing, they can get what they think is fair, a good result, and not have to strike, but we'll be watching very closely. Welcome back to Ask Governor Murphy. Governor, we just got some word in its clarification from the Montclair School District. The public school is just issuing a release saying that as part of the district's ongoing efforts to address a significant budget deficit, they're announcing about 100 people being laid off, 50 being relocated within Montclair schools as well. So I just, I mean this is something I also assume that you've been following. Um, Although that announcement is news, yeah, this is brand news. This is brand. Listen, we'll follow up with, uh, Montclair. In fact, uh, Stella, let's get Rob Field to reach out to them literally as we speak and And, uh, and reestablish a line of communication by the way, one of the great communities in the state we were there last Friday night for Montclair Film, which is still going on through Sunday great school district, one of the best in the state, one of the best in the nation. So we will, uh, you know, you and I have had this conversation a lot when the state has pulled back, and I don't know off the top of my head what the math looks like in Montclair, if the state pulls back from, uh, their side of funding public education. It's usually due to one or, or of, of two things. One is there's too many seats. I would be shocked if that were the case in Montclair. The other would be the local ability to pay the local wealth, if you will, has gone up and my guess is that may be part of this, but. We will look into it. Governor, uh, I wanna talk to you about New Jersey's film and TV industry. Numbers just came out, uh, this week also that, uh, it's, it's big business. I believe uh the spending totaled last year more than $800 million.33 million dollars to be precise. Uh, I mean that's a drastic increase, and this is in no small part. Because of the tax incentive program, yeah, this is what we had hoped for and how this works when people are critical of programs like this, it's typically because they measure what did the state put out and what did the state get back that with all due respect is not the right way to look at this. The state's job is to put basically chum in the water to accelerate, to ignite and then accelerate private investment. And we're starting to see this pay off in a big way. I just saw Happy Gilmore is up there. The, the part two was filmed the Jersey. The Dylan biopic was the Springsteen biopic, which is premiering tomorrow and there's been some sneak previews this week. Those were all filmed in either entirely or or virtually entirely in Jersey to pick just three examples we're booming. Talk about it's time for our close up er. Talk about where you say, not too close, please. Talk about where you see the industry going in the state over the next couple of years after you're out of office. Yeah, so the big transition that that we went through was from insenting. Somebody to make something in New Jersey. Steven Spielberger, great example. West Side Story. He loved that he's now made another feature film here. He talks gushingly about New Jersey. That's making a film here. We still love that. We still do a lot of that, but the big transformation. Was bricks and mortar to build campuses, sound stages, Netflix, 300 acre campus, a billion dollar investment in Monmouth, um, uh, Lionsgate, a big campus in South ward of Newark. You've got a big one, the biggest of them all with, with, I think some news breaking in the next couple of weeks in Bayonne. You've got one now that's gotten some good momentum in West Orange. so the hope would be. You'll continue to see Jersey as a location where folks make stuff and alongside of that, you'll see investments that are measured. In decades that we're we're gonna be in New Jersey for a long time to come. Talk about how the local communities benefit from all this. I was just on a commercial break with Janice Kovacs, who's the mayor of Clinton, and she is on the New Jersey Film Commission. It's a huge deal. We've got something. It's a little bit like a good housekeeping stamp of approval called Film Ready. A town actually goes through. Uh, uh, uh, training if you will, what's this gonna mean for the DPW for your police force, uh, for your street, uh, your DOT and your. Uh, traffic reality so that folks that get that, that stamp and it's, and it says to the producers, hey, you've got a red in community you won't get a lot of the naive questions you might get somewhere else. That's worked really well as well. Uh, pretty much out of time, Governor, but, uh, Halloween's coming up next week.
