A former contractor at a federal prison in Orange County, New York, is facing federal charges after prosecutors say she accepted bribes in exchange for smuggling contraband into the facility.
Terri Lynn Outer, who worked as a dental assistant contractor at FCI Otisville, was charged with bribery, providing contraband in prison and conspiracy to provide contraband in prison.
Authorities allege Outer, of Montague, New Jersey, accepted more than $163,000 from inmates’ family members and associates between January 2024 and August 2025 in exchange for bringing prohibited items, including drugs, into the prison.
Federal investigators say Outer communicated with inmates, former inmates, and their associates while arranging the smuggling operation. Prosecutors allege one discussion involved plans to bring a package weighing more than six pounds into the prison.
