Major road closures, flooding and a lot of wind. People all over Westchester County say it was a rough day to be outside Thursday. 
"It was crazy, not good at all," said one White Plains resident.
The Bronx River Parkway between Yonkers and White Plains was closed for hours after it was covered by water. 
"I'm like astounded," said Millie about the water covering the road. 
On top of the flooding, there was the strong wind and the on and off downpours.
"We did not expect it to rain this much," said Carolina Angos, who lives in Yonkers.
Angos said while the rain was rough Thursday, she is hoping it means a dry day for Halloween. 
"We got it out of the way, we hope and tomorrow is good for trick-or-treating," Angos told News 12.
