Rina Deych says she caught two people abandoning three cats on her stoop on camera last month, following a similar incident in February.
She has now taken in 11 indoor cats and 19 outdoor cats.
"I built shelters for them, and I feed them every day," Deych said.
Her doorstep now looks like a cat sanctuary, with cat cages covering her entire porch.
Between what Deych says is the often-overcrowded shelters and expensive sanctuaries, she has exhausted all her options.
Animal Care Centers of NYC say abandoning pets is not only inhumane, but also illegal.
The ASPCA says pet owners have several options to give pets a new home.
It recommends listing pets on sites like AdoptAPet.com or Home-Home.org, Deych says while her home is a temporary solution, the search continues for their "furrever" home.
