Welcome back to the borough president of Bronx VP Vanessa Gibson. I want to touch on the city of Yes, which is the mayor's big housing and rezoning proposal. It just went through two key votes in subcommittees last week of the city council. Some revisions to that plan now expected to create about 80,000 units of new housing as opposed to the original 100,000. Also some changes to the AD US and the parking requirements. Your thoughts on the plan that's passed these subcommittees that will now make it to a full vote later this month. Well, I commend the city council led by Speaker Adrian Adams and certainly my Bronx delegation, uh our chair of the subcomittee Kevin Riley uh led extensive long hearing about 12 hours at City Hall on this and hundreds of people testified in support those opposed. But we were very adamant in our recommendations to the city council and city planning that we did not believe in removing the parking mandate, particularly for areas where we defined as transit deserts. We felt it was unfair if a resident lives in a transit desert cannot get to the nearest bus or subway than a mile away and they have a vehicle, they should be allowed to keep that vehicle and we should also encourage that in that area. But it also gives us a chance to look at neighborhoods in the transit desert and make them transit rich. The AD us have now been limited where there's going to be um limits on those that live in coastal areas in particular neighborhoods. Um ground level, basement level that's not going to be allowed with AD us, which are accessory dwelling units where you can add extensions to your home. Um And I also called within that, if we do ad us, we need more inspectors at dob because again, who's going to enforce the rules are dob inspectors, right? Uh And then obviously going from 100,000 to 80,000, I think some of the neighborhoods that we define as low density, uh the characteristics of those neighborhoods, many residents and the elected officials uh made valid concerns about growth and how that growth happens when we say a little bit in every neighborhood, what does that mean? And so there were some concessions given. They recognized that. But I think we pushed city of yes because of that because every neighborhood should do something. There were neighborhoods that absorb a tremendous amount of affordable housing and have done so for years and years and it's not fair, it's not fair to look at all neighborhoods in a different way. Everyone should do something because this is a city wide issue. It's a crisis that we're living in, in the city when it comes to homelessness, when it comes to affordability and when it comes to the quality of housing that we deserve. So I think it's a compromise, it's a balance right to get members in the city councils to support it. Um And so I commend the city council for just a step forward and I look forward to the full council vote on December 5th and really the implementation. Some people have said that city of yes is not enough. Some people think it's too much. Um Some people are not sure what it will mean, right? Um But I know the character of a neighborhood is very important to many New Yorkers and that's something that should always be preserved. But I also think we have to be fair. We cannot ask neighborhoods that have been saturated to do even more when some communities have done very little or none at all. That's not fair. And to illustrate your point about housing constantly being a crisis and something that we're talking about here on ask the BP, we have a caller on the line. Lachelle, I believe joining us from High Bridge and Housing is the topic of her question tonight, Michelle. Thanks so much for calling in. What's your question for the borough president? Hi. Um So I'm gonna speak specifically on housing connect. Um as somebody who currently has over 40 applications open, I wanted to know like what is the process in which they decide to build a, a housing outcoming housing in the neighborhood? Cause I'm noticing like in neighborhoods that I grew up around in the Bronx, a lot of the uh minimum income is a, is a number that a lot of people I know in that area don't make. So it's making it harder for people to get in. So like there'll be buildings that start at 100,000 to get into and that means a one bedroom will be $2000 and most people that I know can't afford that. And so I'm wondering, is there a way that they can like zone this area a little better and not do like a median income so that people who make less money can get into the quote unquote affordable housing like myself, Michelle. Great question. It's something we talk about all the time, the affordability of affordable housing and affordable to who we use that word. But it really has to apply to everyone and, and all New Yorkers deserve affordable and accessible housing. That's quality and safe in great neighborhoods. That's what we strive to do every day as elected officials and advocates. Um First, the zoning only relates to density. So zoning in a neighborhood, if it's R six R, all that means is heightened scale of a particular building when it comes to ami your area median income, a lot of that is really determined and dictated by the financing of that particular building. So, if it is a privately owned building that's getting government financing, it depends on the type of program that's through HPD or H DC HCR in the state hud there are many different, you know, federal state and city programs, uh tax credits and other exemptions that the type of housing that a developer and or the partners want to see a lot of it is based on where the grants and where the loans opportunities are. Uh And so you'll see supportive housing, affordable housing, you'll see mixed income. Sometimes it's as low as 30% all the way up to 100 100 and 30% ami Right? And so it's mixed because there is a mixture of communities that we're trying to not only keep maintain and also recruit when it comes to new families, working class as families that work and make above the minimum wage, two parents that are working are above $50,000 they're at 60 they're at 80 they're at even 100 a teacher, a lawyer, an educator, a social worker, like credible, you know, careers that have a significant wage. And when you put that together, many families are significantly over income or they're under income. And so there's a huge gap in the middle. And so what the city tries to do is find balance and when we meet with developers, we give them our priorities. Home ownership is a big deal, large scale apartments, 34 bedroom apartments, the amenities, solar roof panels, all of that matters because it's about sustainability. We want these new buildings to last for 100 years like a lot of our pre war buildings today do. Um And so it's very frustrating and I hear you. Uh the housing connect process is a lottery So it's done. It's a selection within the applicants that you are, are applying for. But a lot of residents say I've put my application and everywhere and I've not gotten called. So that's something that I think we have to work on as an administration to try to make the process easier. So that when you apply, you do have a better chance of getting accepted. To ask the borough president here on news called the Bronx with Gibson. As we're sitting with you here on this Monday evening. It is also International Day for the elimination of violence against women a cause that we know all too well here in the Bronx. But many local organizations really trying to do their best to support, right? This is a national day of awareness and a call to action because across the world, one and three young ladies will be a victim of sexual assault or violence in their lifetime. And we raise awareness because it's important. It's one of the most pervasive human rights violations that we could ever see against our women and young girls and the mayor's office to end domestic and gender based violence. And our commissioner are doing a lot of work, a lot of action around it, raising attention but awareness and education and outreach. And I also want to recognize a lot of our CBS and organizations on the ground. Organizations like girl vow that are focused on human trafficking and young ladies who are of human and sex trafficking uh where they are literally brought into our communities. Uh for the purposes of sex trafficking. I mean, it's pervasive uh and the victims are sometimes as young as 10 years old. Um And so we work closely with many organizations that are on the ground that are meeting clients where they are literally, we are taking them from hotels and motels off the streets and we're taking them into safe houses and safe havens. People like Monique Ferguson in our borough who's a survivor and now is an advocate and turned her pain into purpose and she runs a family justice center, right? And it's important to get support for these organizations because they are credible. Uh they have continuity of services and most importantly, they're on the ground and they can meet clients where they are. Um And so this International Day is one of awareness, but it's also a call to action and attention. And then on the other side, you also have been working with a lot of the men in Arbor over the past month to have them focus on their health. Talk a little bit about that. We cannot forget about our brothers and our men. So November is Men's Health Awareness Month and we had an event at PS 246 in District 10, uh called November, not to be confused with November, but November and we raised uh that was Planet Fitness doing an exercise with us. But we were raising awareness around men's health, around screening around early detection because get cancer, colon cancer, they get breast cancer. And we also talked about uh health and wellness. We talked about mental health. So shout out to our office and our fathers taking action bi A Bronx fathers taking action. They led this event at ps two 46 we had uh health care, we had Jacoby Health and Hospitals Metro Plus, great event. And we wanna support our men and brothers getting tested. Welcome back to ask the borough president here on news from the Bronx, the Bronx BP, Vanessa Gibson already touched on a ton of topics tonight and we still got more to go. I believe Sandra has dialed in from Hunts Point. Sandra, thanks so much for calling in. What's your question for night? Um Hi. Yes. Can you hear me? I got you. Ok. My question is, first of all, I wanna thank you borough president for having the 40th precinct open the ribbon cutting ceremony. I miss it. But my question is us having that precinct there. Now, will you think it will help with all the crime and drug use in that area? Because I'm hoping that it will because it's really bad. Yeah, your thoughts. Absolutely. Well, thank you first for just calling in tonight and thank you for your concern as a resident of our borough, we are thankful that you are raising your voice about the issues that matter. So, as you can see the official ribbon cutting of the new 40th precinct in the South Bronx that covers Port Morris Melrose, uh and beautiful South Bronx. Uh It is uh $83 million project. Uh It is the first precinct in the city of New York that has its own community center, community space inside it has a green roof, it has training space. Uh It is modern day technology. It's everything you want in every single precinct I hope is that it will enhance police officers ability to do their job. It will give them a dignified space for both uniformed members and civilian members and visitors alike. It is located in the heart of the 149 Street corridor around Third Avenue in the bid and the goal is really to modernize facilities for police officers, but to also make it a comforting place for the public as well. And so putting all of that together is what we envision with this new F precinct and we know the South Bronx, we've had lots of challenges around just drug use, active drug users, the saturation of drug treatment programs, harm reduction programs which are necessary, but we don't want that traffic filtered into the community when it comes to a safe space, public safety. It's something that we all fundamentally expect the four op prison and has a great priest and council led by Gabe Dejesus that meets every month. And so our goal is to really make sure that this is a site that is really a beacon, um enhancing public safety, supporting the men and women of the NYPD, allowing them to be in a space that's welcoming to the local community. Uh I look forward to using that space. We already had a Halloween event there in October. Uh now that the precinct is open. And also for those that may wonder what's happening with the old site that was 100 year old building on Alexander on 1 38th street. The goal is to demolish that building and to create a community center. And so I'm hoping that that will happen. A lot of interest, a lot of appetite for it to happen. But thank you for your question and we will stay connected with the 40 Precinct and our new commanding officer there, uh Inspector Callahan. And during these shows, we always hear so much from our viewers about the need and the desire for more community centers. So to hear that an old precinct could become yet another community center and, and help build those bridges between officers and our Bronx sites. That is what we hope is that we work towards. Great. All right, let's get to another caller. I believe Ralph has dialed in from City Island. Ralph. Thanks so much for your call. What's your question tonight? The question is that I um I commute two hours to um 23rd street in Manhattan. And uh there's been rumors of a ferry coming to City Island. Is that something that's gonna happen? Uh Vanessa? Great question. We've talked about this too. A lot of conversations. So remember NYC ferry service is run by E DC Economic Development Corporation. Uh We have been having conversations with President Andrew Kimball and the E DC team. Uh lots of talk and a real appetite about adding ferry service into Albro in addition to what we have today in sound view and ferry in the East Bronx. But looking at the Harlem River, uh since we have a lot of development happening from 138 street all the way up to Marble Hill to 25th Street eventually uh with Fordham Landing, uh with the expansion of Mill Pond Park, the Hip Hop Museum Bronx Point. Uh but City Island Orchard Beach, there have been conversations around both. There are some residents and homeowners on the island, that one on City Island, but they don't want a parking infrastructure. So the challenge is how do people get to the ferry station? Uh And then also people have been talking about Orchard Beach because there's more space uh because of the parking lot and it's not used all year round. Um And so there's been no final decision yet. Uh There are civic groups and organizations on the island that are meeting with E DC. And so my hope is is that we'll be able to come up with an actual plan and location to the island or Orchard Beach and really get the momentum um from E DC and the buy in because ultimately, it has to be funded. Um And we need to support to build out the infrastructure. But also remember City Island is getting a modernization of Rodman's neck as well. Um That entire facility is going to be uh noise resistant noise mitigation. Going back to former council member, Jimmy Voa's days uh has been talking about that. So that's another big NYPDD DC project that's happening on City Island. So I know there's concern because any time you add more, that means more traffic, more people, more cars, I do get it. But I think ferry service is great. You should not have to take two hours to commute to 23rd street. Yeah, that sounds like a nightmare to have to do that day in and day out. I know that it took a while to get us to where we are now at Ferry Point Park with the ferry site there. How long do you think it could be until a final determination is made about this City Island? I don't think it'll take that long. I think this administration understands that the Bronx is growing. We have a lot of development opportunities. We have $100 million renovation at Orchard Beach with the pavilion. So excited. Yes. And so I think there's a lot of growth. There's a lot of tourism. We are talking about the Bronx as a global tourist destination. And so we want visitors to come in, but we also wanna make sure people can get around and they don't have to commute for two hours to work to and from. And so I think, you know, we just have to figure out the details. We'll work with the council member of the East Bronx uh council member Christine Mama council member, Althea Stevens has been talking about the West Side council member Sanchez. So there's a lot that's happening. And I think for us, we just have to put the detail else together, get all of the stakeholders and figure out what location, what works best because we won't get 100% buy in. But I think what works best for the majority of the residents and commuters is the way that we will go and E DC, you know, working with them as well. Of course, Ralph, stay tuned. Ok. What is your question for the borough president? Yes, good evening ladies. Uh my question. Ok, my question is uh is there a cons uh a start and a completion date for the metro north station here in Cork City? All eyes looking towards those metro north stations here in the Bronx. So the expansion of the metro north to Penn Station, uh which will cut your commute time from 60 minutes to half hour includes one of four stations in Co OP City in section five, the completion date for the four stations is 2027. Um It has passed uh the city council uh there have been some modifications because one station, the Park Chester Morris Park Station will add housing and other projects as well. A lot of capital that the council members really advocated for uh as well as council member Riley in Co OP City. But it really is a game, a $3 billion investment when it comes to transportation, when it comes to equity, when it comes to access, when it comes to really leveling the playing field for all of our residents that may live in areas that we call transit deserts, it allows you to get to and from uh the central part of Manhattan Penn Station, you can go to the North Bronx, Westchester Point and Connecticut. I mean, a lot of opportunities with me. So the completion will be 2027. And did I add that it's being built by union labor union jobs? Which is great. That's incredible because we don't always get union jobs. But that's important when it's when you talk about job security and our job stability. So looking forward to that and we'll have more information as we work with the city and the agencies 2027 might seem like a ways away, but we know it'll be here before you know it. So yeah, work is already underway. You mentioned union jobs. And last week, we had this announcement from the mayor that the redevelopment of the Kingsbridge Armory will be staffed by union jobs. An exciting announcement, I also found it very interesting that a percentage of those will be reserved for nature residents. Specifically, your thoughts on the impact that could have here in the Bronx and also any update on those redevelopment plans we've talked about so often here, we are excited about reimagining the Kingsbridge Armory. This is something that residents of Kingsbridge and advocates have been crying for for decades. Northwest Bronx community and clergy coalition. So many elected officials and advocates have tried. We've developed a visioning plan. We came together for nine months of advocacy this year and had 4000 ideas of everything from vertical farming to commercial space, small business support, uh tech hubs, everything you can think of recreation, commercial community space, health care facility, everything you can think of. It is the largest armory in the world and it sits in our borough. It served as a military base, a site for food distributions, uh COVID vaccine support, everything you can think of and we have opened it up for tours. It's owned by E DC, it's owned by the city. There will be an announcement very soon and we're excited about the opportunities. There will be community space and set aside local jobs. Mwbe, a Project Labor Agreement which is super important. And so thank you, Mayor Eric Adams. Thank you E DC. Thank you to our congress member, Senator assembly member, council member and everyone that's really been involved to reimagine the Kingsbridge Armory. There really has been so many reiterations of this plan. So I know a lot of people are looking forward to that announcement and it's one that will continue to follow here on news 12. Welcome back to ask the borough president here on News 12, the Bronx. We've got to so many callers already and we still have more on the line. So I want to turn things over to Mena who has dialed in from Belmont this evening. Thanks so much for calling Mena. And what's your question? Oh, good evening. Hope everybody's well, good evening. What I wanna bring up is what's hap, what are the plans on what's happening with all these mopeds? I'm a driver and they are like causing so much havoc, um, accidents near accidents. It's getting like really scary to drive in the streets nowadays. So, what's the plans with all these illegal, uh, moped? Thank you. Topic we talk about quite often on the show. That's been a challenge all summer long, all fall, uh, where you have moped that are on sidewalks and many of them are just reckless. To be honest, we've had many confiscated by the NYPD. They do operations all the time. But as you know, it's easy to purchase them online and in other places. So the challenge is there's no process to them and do better enforcement. Nothing on the books itself. NYPD does a great job the best they can. But I have talked to state legislators in the Senate and the Assembly and they're looking at what they can do from a state perspective in terms of the vehicle traffic law. Uh but also at a local level, supporting the work of the NYPD with confiscation with better enforcement. You know, I don't always like to, you know, push punitive actions but because it's such a saturation of mopeds all over the city, uh it is very problematic, it's very dangerous. Um especially when we're talking about sidewalks with Children and people and older adults, it's not safe. Uh And so we want, again, everyone is entitled to respect the law and ride whatever mold that you feel most comfortable with, but you have to do it safely, respect the rules of the law and that doesn't always happen. And so it's something that we are constantly looking at to see what can be done, that's better. We have a new NYPD commissioner. So something that she I'm sure will take on as a priority. Uh but it's something that we are actively working on. And if you can identify for us, the specific area, we can reach out to the local and talk to them as well about any patterns and trends that we've noticed in areas of the borough, we'll make sure to get that information from Myrna and connect that to you offline. I know that this is more specific to the scooters as opposed to the mopeds. But also this time of year, you know, we entering the winter months gets colder, the fire threat skyrockets, then you add in the batteries which have been such a problem. A word of warning to Bronx sites as we approach this, what becomes fire season, almost it's heating season. Landlords are required to provide sufficient heat. Uh When the temperature goes down, there were rules on the books. Uh If someone is not adhering to those rules, there are consequences. We need residents to call 311, please call and report that you don't have sufficient heat. Uh There are many families that I know in this borough that will resort to other measures when it comes to heating their home, especially older adults. And if you have small Children, I understand many of us grew up in those households too, but you have to be safe in doing it using space heaters is dangerous, especially those that are third hand. Look at a reputable company, make sure that it has there's a specific company and a QR code when it comes to certification, that's on the back, make sure it has a tipping component. It has an automatic shut off. You don't set it near bedding or curtains, things that are flammable, right? And you do not go to sleep with it on. Right. And so there are many things again, if you have to use it. We want you to be safe. The lithium batteries that we deal with the exposure is enormous. We have fires all the time and we find out from the fdny fire marshals, it's related to a lithium battery and it's usually owned by a delivery worker. And we know the value of delivery workers and we too want them to be safe as well. And so my message to Bronx sites is if you are in an apartment, you're not getting sufficient heat, please call us so that we can go in. And in, in fact, you know, many apartments have heating centers now where you can monitor the temperature. But I also want to bring up the heat program, the Home Energy Assistance Program that allows you some latitude and discounts on your heating in your home. Uh And there's a program that's funded by the state of New York, administered by the city of New York and the website is access.nyc.gov and you can always call our office as well. We help and assist with heap applications because there's eligibility. But we wanna make sure that if anyone is eligible, you have to apply. But you have to know about the program. First Home Energy Assistance program. Heat. Please make sure you apply. Please make sure that you do your part. We wanna be safe this winter. It's gonna be a cold winter and temperatures drop at night. We have different, you know, cold blue where we try to get unsheltered individuals off the street. So there's a lot of things that we do, but we wanna make sure that everyone is given sufficient heat because that's what you're entitled to as a tenant and a resident of our city. A good reminder of the health out there. I want to see if we can squeeze in one more question before we go to break. Robert calling in from Highbridge, a lot of hybrid representation on the show, Robert. What's your question? And if you don't mind asking it quickly so we can give the BP enough time to answer. Hey, madam, president, how are you doing today? Good evening. Ok. I know I've been following your career ever since you started in the Highbridge area, even when you had the office on 1 170th street there. But let me say this, the park at the beginning of University Avenue where the U haul uh storage places are where the body was found in the bag of a guy who killed his cousin a few years ago. This park hasn't been cleaned or refurbished in the 10 years that I've been living on Nelson Avenue and I go up University every day via the major deacon service road where Sedgwick is and I've seen numerous parks in the Bronx and particularly even in the High Bridge. I'm so sorry. I just want to make sure that the BP has enough time to the park. It's a Highbridge at the beginning of Yankee Stadium, 1 61st street, the Parks department to get them to address it. But I think also renovations and long term upgrades is something that we should look into as well and we can contact the elected officials in that district as well. And talks about it, talks about bringing back more investment. We love our parks and all parks should be clean and we need to make sure that we give the space to our kids that they should deserve. Welcome back to ask the president here on news from the Bronx. Hard to believe, but we're just days away from December at this point and that brings us to our health tip tonight. Yeah. So December, we recognize as HIV AIDS Awareness Month. December 1st is World Aids Day where we are recognizing people living with HIV and or aid. Those who have died of a related illnesses. We were red to show support for those that are living with aid. But we also want to raise awareness around getting tested, knowing your status and knowing your treatment options. Uh making sure that, you know, if you do not have a health care provider, you get one call 311. We recognize National uh Black HIV Awareness Day as well where we lift up African Americans that are affected by HIV and the A I DS epidemic. We also work with people like uh incredible leaders like Charmaine at the ending the epidemic, which is an incredible coalition of health can't providers that focus on ending the epidemic every single day, not just the month of December. Um And so we wear red as a sign of support for those that live with A I Ds today. And a great reminder of the resources that exist right here in our borough. As we also look ahead to Nove uh November. My goodness, December, we've got a number of events to get us into the spirit of the holiday season as well too, the holiday season. So, you know, we can't start the holidays without lighting up our tree at Bronx Borough Hall. It's coming in from upstate New York on Thursday, December 5th at 530 PM at Lou Garrick Plaza on East 1 61st and the Grand Concourse. We have our tree lighting and winter wonderland extravaganza. I love the sound. It's going to be beautiful. We're gonna have Santa and Mrs Claus. We give out toys, Univision Twu. Uh, we're gonna have performances great event as long as the whole family. Hopefully. And Saturday, December 7th is our Bronx Bar Presidents Cup. It's our annual chess tournament we're doing at PS 70. Uh, on weeks aven you can always sign up. We have a lot of schools already participating on Saturday, December 14th from 10 a.m. to 1 p.m. We'll be at the Bronx Zoo and we're working with our veterans and their families and we're gonna be giving out toys to our veterans and military families. That's great to hear. And then also looking ahead to 2025. Can't believe I'm saying that, uh, return of save of the Bronx. Look forward to Yes, we're excited.
